The Facilities/Inventory Officer is responsible for the management of project facilities and property in Kabul to ensure at all times staff have a safe and secure environment in which to perform their work, that the equipment and appliances installed in the building or assigned to staff are functioning properly; support staff and local services provide effective maintenance and repair to structures and equipment; and project property is properly controlled and tracked for accountability of individuals and the project. Under the direct supervision of the Director Human Resources, Administrative Support, the Facilities/Inventory Officer will work regularly in close collaboration and coordination with all project technical and administrative support staff as well as contractors and services providers outside the project. He will therefore be required to be well organized and focused in his day-to-day and ongoing tasks of inspecting, controlling, recording and assessing the needs of the project in response to direct requests and personal monitoring.
Facility Management
•Perform daily inspection of Kabul office building and property to note services required and proceed to perform cleaning, maintenance and repair in the direct supervision of full-time maintenance staff, meeting daily with them to review and prioritize assigned tasks.
•Provide all required training and support to supervised staff to enhance efficiency and productivity in the performance of their day-to-day activities.
•Check regularly all office equipment and appliances for immediate maintenance and repair of non-functioning items; ensure the replacement of defective lighting and electrical fixtures and plumbing; provide cleaning schedule for equipment and appliances, including air conditioning cooling/heating units; establish controls for all office building property deliveries and removals.
•Identify and select electrical, plumbing and other interim repair service providers, including office equipment and appliances repair technicians, and ensure the quality performance of the contracted work by monitoring closely work in progress and performing final inspection at completion of work for payment approval.
•Interact with all utility service providers, including city water, electricity, for office service installation, maintenance and repair.
•Respond to all staff requests for building maintenance and repair, performing routine survey and in-depth inspection of building structure, grounds, internal and external plumbing and electrical systems.
•Monitor the supply and prepare requisition request for all cleaning and maintenance materials and tools ensuring the proper organization, storage, inventory and security of purchases.
Property Management
•Serve as receiving officer for all non-expendable property procurements and deliveries, ensuring the immediate recording, tagging and inventory entry and control of all items according to project standard operating procedures.
•Maintain receiving report electronic and paper filing system.
•Prepare and maintain updated electronic inventory files, including the development of database to supplement home office recordkeeping indicating the quantity, status and location of all expendable or other designated inventory items assigned to staff offices and individuals.
•Provide suggestions to project management for any improvements to enhance inventory tracking and control.
•Prepare property loss and damage reports; ensuring damaged items are properly stored until official disposal during the project or at the end of the contract.
•Work in close coordination with project security service to ensure the security of project property, equipment and materials.
•Manage the interim issuance and return of project electronic or other equipment including cell phones, satellite phones, GPS, digital camera through the maintenance of up-to-date control sign-out, return sheets.
•Perform semi-annual and annual property physical inventory verification for all project property for reporting to headquarters and USAID; to include travel outside Kabul to verify items assigned to provincial or other locations.
•Undertake other intermittent inventory verifications as requested by the supervisor.
•Submit monthly report to the Director Human Resources/Administration Support summarizing activities and problems encountered/resolved.
•Other duties as may be assigned.
EDUCATION: At least high school graduate. College education in preferable.
WORK EXPERIENCE: Minimum of 3 years experience in an equivalent position with International organizations. Work experienced in USAID funded project is a plus.
SKILLS: Working knowledge of English, both written and spoke. Able to communicate fluently effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.
LANGUAGES: Excellent Language proficiency in spoken and written Dari, Pashto, Urdu, English.
GENERAL: Tactfulness, Enthusiasm to the job. Good Human Relation skills, integrity and ability to work under pressure.
