The incumbent oversees the operations and programming of five to seven Lincoln Learning Centers (LLCs), assists colleagues in the oversight of as many as 17 other LLCs, acts as a IRC director when necessary, provides administrative and programming training and guidance to LLC staff, creates and implements cultural outreach programming for use at LLCs or separately in Kabul, advises the Information Resource Officer (IRO) on staffing, programming and financial matters, develops and maintains contacts within the cultural, educational, political, and alumni communities, takes the lead in book publishing programs and grants, and fills the traditional research and support role of IRC staff all over the world. Extensive travel throughout Afghanistan is required, occasionally including over weekends.

Education: University undergraduate degree in management, information science, library science, political science, American studies, or English literature is required.
Experience: Three years experience in management, administration, event planning, library sciences, publishing or related field is required.
Please Note, all current Embassy employees must meet the minimum Time-In-Grade requirements under 3 FAM 7575, to be eligible for full performance level.
Language: Level IV (Fluent) Speaking/Reading English and Dari. Level III (Good Working Knowledge) Pashto is required.
Knowledge: Expert knowledge of Afghan cultural norms and institutions, education system and outreach infrastructure (word of mouth, print/radio/television media, Internet resources, etc.), American cultural norms and education system, publication/print industry in Afghanistan particularly Kabul ; understanding of how to run libraries, cultural programming and other events within the unique Afghan logistical and security environment Is required.
Abilities and Skills: The incumbent must have ability to Plan and implement programs in the Afghan logistical and security environment with little to no supervision, maintain daily contact and oversight of LLC staff spread throughout the country, act as IRC director when necessary, backfill other IRC staff when necessary, advise American colleagues on appropriateness and feasibility of programs and publications to manage budgets, effectively use and train others in information resources and outreach tools ,and ability to use word procession, spreadsheet, database, Internet, social media, and graphic design software.
