Job Summary

The ISP Deputy Network Technical Manager is responsible for managing and maintaining the day-to-day operation of the internet Software, Hardware and Network infrastructure.

The employee will strategically manage the Internet solutions, services support to end customers Internet and Groupware Services with IT customer support team which is made of highly technical people that manage and support the Agency’s overall objective of delivering highly, efficient and effective Internet services. ISP deputy Network Technical Manager primary function is to provide operational and maintenance support for the O&M team to ensure the network stability and achieve the required SLA. He will be responsible for the daily performance and availability of the Easy Connect network, its analysis and recommendations for performance enhancements and necessary modifications.

Duties & Responsibilities

·        Monitor and report on the quality, effectiveness and customer satisfaction relating to the provision of service operations.

·        Install and configure any type of device in UBIQUITI, CISCO and Mikrotik.

·        Take responsibility for the day to day operation of the team, providing overall guidance and supervision.

·        Maintain and monitor required staffing levels and schedule to ensure that the team can meet the demand and respond in a timely manner to network and server anomalies and outages.

·        Service Restoration - meeting SLA on services.

·        To develop the team and work with other departments in Easy Connect to achieve common business goals.

·        To act as an escalation point for customer problems and questions via telephone, e-mail.

·        To be escalation contact for service issues, out of hours.

·        Ensuring the right environment is in place so that staff are effectively mentored, developed and trained.

·        Develop and own the processes and procedures used by the team, based on best practice for the company Organize and prioritize workload.

·        Lead internal projects to improve service.

·        Communicate with suppliers and service providers on behalf of the company.

·        Conduct team reviews and be responsible for personal and career development of team members.

·        Plan, coordinate, and implement network security measures in order to protect data, software, and hardware.

·        Operate master consoles in order to monitor the performance of computer systems and networks, and to coordinate computer network access and use.

·        Recommend changes to improve systems and network configurations, and determine hardware or software requirements related to such changes.

·        Monitor network performance in order to determine whether adjustments need to be made, and to determine where changes will need to be made in the future.

·        Gather data pertaining to customer needs, and use the information to identify, predict, interpret, and evaluate system and network requirements.

·        Maintain integrity of the network, server deployment, and security.

·        Determine network and system requirements and finding creative ways to overcome technical challenges.

·        Convey complex IT concepts and terminology clearly to both technical and non-technical staff

·        Evaluate documented resolutions and analyze trends for ways to prevent future problems.

·        Manage communications (e-mail, antivirus, fileserver) and connection solutions, including workstation connectivity, local area networks, company Web site, and Internet applications.

·        Check and review on every Network problem is properly logged & recorded for future reference along with the ways and means a particular problem is solved.

·        Field incoming help requests from end users via both telephone and e-mail in a courteous manner.

·        ISP deputy Network Technical Manager will be responsible for managing the operations and maintenance of the entire Easy Connect Network.

·        Manage and lead the team of Engineers and Technicians to maintain the stability of Easy Connect Network.

·        Planning, implementing and monitoring the routine Preventive Maintenance activities for BSS, MW and Power system of NOC.

·        Perform Corrective Maintenance for all critical and emergency issues.

·        Resources allocation for all planned and emergency obligations.

·        Preparing and tracking daily, weekly & monthly reports on regular basis.

·        Coordination with the Customer Support team to ensure the on time deliverables.

·        Provide first and second level support to the field team in any critical/important activity.

·        Be responsible of maintaining and organizing operational review meetings.

·        Responsible for coordinating, scheduling and communicating all the configurations and change/modification requests.

·        Perform Acceptance and Testing Process for all new deployments in the existing network and takeover for the operations responsibilities.

·        Responsible for all the performance management tasks and make sure that targeted SLA are met within agreed budget, scope and timelines.

·        Preparing and reporting Root Cause Analysis for all outages in the network.

·        Manage contractors and sub-contractors for the implementation of the outsourced tasks/projects and their performance evaluation.

·        Driving and implementing operations services strategy in order to achieve performance, cost goals and quality in alignment with Easy Connect Standards.

·        Manage setting targets for the team and monitoring the results.

·        Arrange on field trainings for team career development.

·        Establish and maintain regular communication with staff, set development objectives and give performance feedback in order to create a high performance culture within the team.

·        Work closely with Top Management member for field operations on development, design and implementation of new services.

·        Assist on network audit and optimization.

·        Make sure the safety measures are met in field activities.

·        To ensure day to day operations are in line with the Easy Connect established processes and Telecom Standards.

Defining and developing O&M related Standard Policies and Procedures

Job Requirements

·        At Least Bachelor IT or Computer Science degree holders.

·        At least 5 Years practical Experience in the relevant field.

·        Capable of utilizing hand tools and test equipment to perform work.

·        Ability to work independently and resourceful with good initiative and discipline.

·        Willing to work nights & weekends if necessary.

·        Holder of Valid MCSE, MCITP, CCWA, CCNA, CCNP, UBRSS, UBRSA, UBWS, UEWA, UBWA, MTCNA, MTCRE, MTCTCE and MTCINE and other online certification will be given priority.

·        Have at least addition to proficiency working knowledge of Linux and be comfortable in the use of command lines for administration on Windows, Linux or both.

·        Strong Linux and Cisco Skills will be given priority and First chance for selection.

·        Strong organizational, analytical and interpersonal skills.

·        Strong Communications skills in Pashto, Dari & English (Verbal & Written).

·        Word processing and data entry skills.

·        Organizing and coordinating skills.

·        Strong customer relation & Ability to analyze and solve problems.

·        Able to work long hours when needed.

·        Significant proven experience in comparable role within an ISP or Telecoms organization.

·        Previous extensive experience of building and developing a technical team.

·        Excellent verbal and written communication skills.

·        Able to analyze problems, issues & needs and provide robust but adaptable solutions which meet current and future requirements.

·        The ability to handle objections and resistance to change.

·        Ability to cope with changing environment – including adapting to meet emergency business- critical events.

·        Effectively plans and organizes own workload.

·        Self-motivated.

·        Capable of working under pressure/using own initiative with minimal supervision.

·        Team player, who contributes ideas and suggestions for improvement.

·        Keen interest in leading edge ISP technologies.

·        Happy to challenge existing processes and procedures.

·        Previous supplier management experience essential.

·        Exposure to running projects effectively is essential.

·        Experience of installing any type of Internet Devices (UBIQUITI, Mikrotik, CISCO etc).

·        Experience of running complete setup of ISP.

·        Advanced knowledge of Telecommunication and mobile network fundamentals, standards, specifications and generations.

·        Depth of understanding of common troubleshooting procedures.

·        Extensive experience on Incident and problem management.

·        Make technical and process recommendations.

·        Strong leadership, interpersonal and communications skills.

·        Strong technical knowledge & experience on different monitoring tools.

·        Proven experience of operation and maintenance management.

·        Understanding of Digital Communications Networks: protocols (IP, TCP, UDP, routing, etc.) and architecture (routers, switches, firewall, etc.)

·        Strong understanding of human resources management principles.

·        Excellent project management and negotiation skills.

·        High level of self-motivation, attention to detail, analytical and problem-solving abilities.

·        Ability to effectively prioritize and execute tasks in a high pressure environment.

·        Ability to clearly present ideas to a variety of audiences — technical and non-technical.

·        Ability to calculate budgets, business-cases, capacity planning etc.

·        Experience of Network Management Systems.

·        Able to travel and work throughout the country, including remote locations.

·        Self-disciplined, self-motivated and the ability to organize and prioritize time effectively.

·        Willingness and ability to learn new products and network technologies.
