Job Summary

The network engineer will be responsible for installing, maintaining and troubleshooting the entire SIKA-EAST network with priority given to the provincial and districts Offices. The position requires extensive short notice travel to provide almost exclusive IT support to SIKA-EAST’s provincial and district offices. The primary task is to ensure that SIKA-EAST’s networks are operating flawless in order to provide maximum performance of the networks infrastructure and its availability to the end users. The network engineer will work part of an organization’s IT support team and have extensive short notice travel to SIKA-EAST provincial and districts offices.

The network engineer will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity building and mentoring the employee will receive from the supervisor during the year. The TEP is to be given to the employee for his/her review, allowing for collaborative revisions based on the employee’s personal professional goals, in line with the overarching programmatic goals.

The network engineer will undertake a wide range of gender-related tasks, including but not limited to those stipulated below:

Duties & Responsibilities


Install, support and maintain hardware and software infrastructure.

Manage email, anti-spam and virus protection.

Manage the LAN and Wireless network to ensure entire equipment to be functioning properly.

Set up user accounts, permissions and passwords.

Monitor network status for all SIKA-EAST offices.

Undertake routine preventative measures and implement, maintain and monitor network security; particularly if the network connects to the internet.

Provide training and technical support for users with varying levels of IT knowledge and competence.

Supervise other staff, such as help-desk technicians.

Interact with other departments and other IT staff.

Plan and implement future IT developments and undertake project work.

Monitor the use of the web by employees.

Perform other duties as assigned by supervisor.

Common Duties:

Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.

Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East authority, and participate in preventative initiatives.

Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate SIKA authority.

Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.

Perform other duties as requested by supervisor.

Job Requirements


Bachelor’s Degree or equal in Computer Science or any equivalent combination of Microsoft Certification or training and experience in Information and Technology.

Must hold MCITP certifications with exams cleared.

At least 2-4 years of working experience with INGOs and USAID funded projects.

Verbal and written communication skills in English, Pashto and Dari

Excellent personnel and task management skills

Prior experience in a managerial position to manage staff

Must be capable of working both individually and as part of a team to undertake tasks in a fast-paced environment

Must be flexible, willing to perform other duties and work irregular hours.

Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues

At least 2-4 years of working experience with INGOs and USAID funded projects.
