The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.

Job Summary

The ICT Team is responsible for implementation of the of EQRA project that will need a technically skillful person as Jr. ICT Officer who will provide the support for the existing MOE ICT infrastructure and providing ICT support for the employees in MOE head offices and provincial level. 

Duties & Responsibilities

ICT Junior Officer will be mainly focusing on user based software troubleshooting and also responsible for Desktop and Laptop support, providing support, and troubleshooting services to IP telephony system.

1.    Manage

·      Desktops/Laptops support.

·      Daily antivirus updates on client sides.

·      Desktops/Laptops support.

·      Daily antivirus updates on client sides.

·      Maintain and update of ICT asset inventory database.

·      Client-side peripheral and installations of hardware and software.

·      Printer, scanner and peripheral hardware maintenance and support.

·      Structured cabling installation and management.

·      Ensure regular maintenance of all IT equipment.

2.    Duties and Responsibility

·      Ability to configure and maintain all new services required by MoE in the new ICT infrastructure like Domain Services/ISA Server/ Websense/ File Server/Exchange Server

·      Hands on knowledge of Network Management Systems and Storage Area Network

·      Ability to configure and maintain Network devices (CISCO Switches/Routers/ASA Firewalls/ Cisco IPS Appliances/Wireless Controller/NAC/ACS etc)

·      Ability to configure and maintain Cisco unified IP telephony system (CISCO Unity/CUCM/UOM)

·      Having strong knowledge of Cisco Telepresences system

·      Hands on practical experience and Ability to configure and maintain Wireless connectivity among different sites located at different geographic locations ( WiMax/WiFi/Microwave/ )

·      Excellent Knowledge in IP Routing (RIP/ IGRP/ EIGRP/ OSPF/ BGP / ISIS)

·      To manage the MoE network infrastructure, servers and client computers.

·      Responsible for regular maintenance of all ICT related equipments and to resolve problems in hardware and software.

·      Provide support and guidance to MoE staff in the use of ICT.

·      Produce audits and reports on ICT use and, demonstrate best value in provision of products and services.

·      Monitor and Solve any related issues of MoE Directorates in Kabul

·      Any other Related tasks assigned by ICT Director

3.    Reporting

·      Reporting to the senior Officer who assigns the tasks.

·      Prepare the monthly report for the Activities done by Officer.

·      Ensure and submit timely periodic reports to relevant stakeholders.

Job Requirements

1)     Education

a.      Must have a Bachelor degree in Computer Science, information systems or related field

2)     Experience

a)     A minimum of 4years’ experience working in an ICT support environment

b)     Pragmatic and analytical approach to problem solving

c)      Ability to manage and priorities own workload and work independently.

d)     Experience in small to medium business networking (LAN and client Server Technologies)

3)     Skills and Competencies

a.      Strong technical and organizational skills

b.      Ability to communicate clearly and concisely, both verbally and with written documentation

c.      Advanced Project Management skills are required. The ability to utilize resources to complete tasks preceded by a defined goal or objective on budget and on time

d.      Ability to train technical staff of MoE

Recruitment, work condition and evaluation

1.     Recruitment:

1.     The recruitment will be done through transparent and competitive processes.

2.     Work conditions

1.     The Jr. ICT Officer will work according to Afghanistan MoE’s and donors' rules and regulation.

2.     MoE will provide a proper work station at MoE main building.

3.     Evaluation

1.     The initial three months will be considered a probationary period after which a formal evaluation will be conducted before the assignment is confirmed.

2.     A formal performance evaluation shall be conducted annually jointly by the Ministry of Education leadership as well as by the WB with observers of the key donors.

3.     An exit interview will be conducted upon completion of the contract. This exit interview constitutes condition for final payment.

4.     These reporting obligations would be in addition to any reporting and evaluation obligations decided and directly conducted by the Ministry and/or World Bank.

5.     Contract extension is subject to fund availability, organization’s need and satisfactory performance.
