Job Summary

The Global Partnership for Education (GPE), formerly known as Education for All – Fast Track Initiative (EFA-FTI) was established in 2002 to assist low-income countries reach their Education for All (EFA) goals. Over the past ten years, GPE has grown from working in seven developing countries to 53 partner countries to improve access to and quality of education.

Afghanistan was awarded membership into the GPE in March 2011. The membership is a great source of national pride and seen as a critical milestone in the development of education sector in Afghanistan. It represents a significant international endorsement of the plans of the Ministry of Education to achieve the goals of EFA, and a vote of confidence in the capacity to successfully execute those plans.

Afghanistan’s GPE program covers three years (2012 – 2015). It is designed to provide maximum impact on the system as a whole, creating a catalytic effect on major Education Interim Plan (EIP) programs, including other donor-supported intervention. The EIP was officially endorsed in March 2011 by the Local Donor Group (LDG) led by Canada, Denmark, USAID and Sweden, which led to subsequent endorsement by over 16 local donors and civil society organizations, as a result of which Afghanistan became the 46th member of the GPE. Afghanistan was also awarded the membership in to the GPE Board of Directors in early 2012, and H.E. the Minister of Education is representing Afghanistan in the Board.

Duties & Responsibilities


The overall objective of the junior Procurement Officer is to assist the Procurement Directorate of the MoE to institutionalize the implementation of the procurement rules and procedures as prescribed by the Procurement Law.

The Junior Procurement Officer (Jr.PO) will be located in the MoE, Kabul, assisting in procurement proceedings and reporting to the Procurement Manager.

The junior Procurement Officer will provide technical services, coach and mentor the civil servants.

Responsibilities and Tasks:

Junior Procurement Officer will provide the technical service and development perspective to institutionalize the government procurement rules and procedures at the MoE.

Assist in overall planning and managing of the procurement activities.

Play active role in the public procurement proceedings as per the PPL and donors guidelines as agreed upon.

Work closely with Programs and PEDs on procurement related issues such as procuring of Goods, Works and Services.

Maintain wise inter-departmental communications and make sure confidentiality is maintained.

Prepare procurement presentations, reports and briefs for the Procurement Manager as needed.

Assist in capacity building of the civil servants of PD, and PEDs relevant staff on the procurement related subjects to handle basic procurement issues through workshops and on the job trainings.

Follow procurement issues and make sure the PPL and World Bank procedures and guidelines are being implemented.

Responsible for departmental administrative works such as, drafting letters, maintaining efficient filing system and other clerical work.

Any other tasks as assigned by the direct supervisor.

Reporting:

In close consultation and coordination with the Procurement Officer, the junior procurement Officer will prepare progress reports on procurement related issues and present them to Procurement Manager then through Line Manger will report to GPE Program -Coordination Unit
The junior Procurement officer will perform any other Procurement related duties and responsibilities which will be assigned by Procurement Manager from the time to time.

Job Requirements

Qualification:
Diploma in Business Administration, Bachelor Degree holders would be given preference Good computer literacy Good report writing skills in Pashto, Dari and English
