Job Summary

Under the supervision of the Director of Seed Certification, the Laboratory Section Head will bear Overall responsibility of quality testing of seeds and planting materials and managing operations of the seed laboratories effectively and efficiently for providing testing, analysis &certification facility of seed and planting materials in the country.


Overall Purpose of CBR Program:
This position is being recruited as part of MAIL’s Capacity Building for Results reform program. The CBR program is an ambitious, whole of ministry reform effort which aims to improve significantly the delivery of MAIL’s mandate, through institutional strengthening and capacity building.

Staff recruited through the CBR program are expected to be reform orientated, proactive and engaged to enable the ministry to better deliver its mandate. They will need to be results focused and prepared to lead the efforts of the ministry to meet its CBR targets. As part of the CBR program, CBR recruits will have specialized training and capacity building opportunities.

Duties & Responsibilities


Supervise and coordinate testing of seed and other planting materialsfor all major agricultural & horticultural seed crops in the country according to prevailing certification rules and methods.

Ensure timely testing of seeds and planting materials and provide accurate result and reports

Organize relevant training in seed sampling and testingfor all major agricultural and horticultural crops for seed laboratory technicians, seed producers, seed dealers and farmers.

Developing seed testing standards (or protocols) for testing & certification of seed & planting materials.

In cooperation with certification management, prepare hands-on manuals/guides and training materials for seed testing.

Assist in preparing annual work plans and progress reports for the section.

Assess infrastructure needs for seed testing laboratories e.g. selection of laboratory equipments forseed quality analysis

Facilitate the provision of the required equipment for the section through donor findings.

Monitor and evaluate the performances of the staff as specified in their job descriptions.

Making efforts to develop the capacity of the staff, in collaboration with capacity development section of HR Directorate of MAIL, in technical and professional areas for improving performance

Job Requirements

1. Minimum Education Level:
14th grade degree in Agriculture required, Bachelor’s and Master’sDegree holders arepreferred in agriculture.

2. Required Experience (type and duration of experience):
At least 2years of relevant work experience.

3. Other Skills (Short courses, on-job-trainings and etc…):
Good communication and coordination skills
Good management skills
Proficiency in Dari, Pashto and English Languages and Computer skills in MS office packages, such as Word, Excel and PowerPoint.
