Job Summary

Under the supervision of the National Programme Manager and with oversight from International Urban Advisor:

Duties & Responsibilities


Responsible for managing and updating the accountability framework and implementation progress to ensure timely delivery of activities on ground;

Responsible for ensuring the programme objectives, specifically pertaining to creating labour-intensive jobs for the poorest and most vulnerable, are being met and provide advisory support to strengthen programme objectives, where needed;

Oversight and monitoring of types of jobs (skilled and unskilled), number of jobs and job days created under each sub-project and component regularly; compile and collect data from regional managers and team leaders, and maintain a central database, including with gender-disaggregated data

Promotes cross pollination of best practices and lessons learned of project design and implementation from target areas in different regions;

Monitors and updates the overall disbursement of funds for project design and implementation in the regions and target areas;

Supports the National Programme Manager in consolidating the overall programme work planning, budgeting, procurement, and monitoring of the project activities in the regions.

Perform other duties and responsibilities which are within the expertise and experience as may be required by ROAP or Country Programme Manager in support of the activities of the agency and programme.

Job Requirements

At least a Bachelor’s degree in engineering, business studies, public administration, economics, urban planning, or related field. A high-school completion qualification in combination with three additional years of qualifying experience may be accepted in lieu of a university degree.

At least three years of experience with:
(i) Building and implementing refined database platforms in the urban sector;
(ii) Data collection and reporting of project indicators from field stations and compile in central database;
(iii) Measuring urban jobs potential of small and medium-scale infrastructure and development projects, and
(iii) Familiarity with the UN system in Afghanistan.

Language

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Local/National Language of the duty station is required.


Build support with national counterparts, during the programme period; Ensure high-quality and timely achievement of relevant activties and targets; Promote the required policy and its effective implementaiton and promote the engagement of relevant Ministries, Local Authorties, Line Departments, and other relevant partners in its implementation; Support capacity development efforts with programme partners for the required components; Support UN-Habitat's contribution to multi-stakeholder national coordination and advocacy forums; Support 'learning by doing' capacity development efforts throughout the programme period with programme partners for improving local safety and security, especially for women, youth and marginalised urban groups; Support coordination with other partners’ programmes in target cities.

Assessment Method

Evaluation of qualified candidates for this position may include a substantive assessment
which will be followed by a competency-based interview.
