Job Summary

The Ministry of Education IT Unit seeks a LAN and WAN Network Specialist to support the IT Unit of the ministry. The specialist will provide support and administration for local networks, wide area network and systems. We seek a qualified individual who can provide support in the day to day tasks as well as show willingness to learn and take on new responsibilities. The incumbent will be based at the Ministry of Education, Kabul. This position is a World Bank funded position

Duties & Responsibilities

The LAN and WAN Network Specialist will report to the IT Manager, IT Section, Grants Management Unit/MOE
The incumbent will be responsible for:
1.Under General Supervision of the IT Manager provide support and administration for local networks, wide area network and systems.
2.Implement and monitor domain security standards and policies to ensure compliancy with Ministry of Education policies.
3. Responsible for basic database administration to include backup, restore, scheduled maintenance and user security. Windows 2003 Server, Microsoft Active Directory and Terminal Services. TCP/IP, DNS, LDAP, SMB, SSH, IMAP, POP3, HTTP.
4.Perform advanced diagnosis procedures on hardware, peripherals and applications. Give appropriate level of advice on compatibility of hardware and applications with existing systems.
5.Design and implement network infrastructure to meet the school’s requirements.
6.Networking and setting up firewalls, disk caches and internet filtering systems.
7.Management of other ICT staff, closely involved with writing the ICT procurement policy and developing ICT financial processes. This post requires an expert computer and network user.
8.Performing a wide range of hardware repairs and upgrades. Manage the structure of intranet. Interprets detailed diagnostic information and prioritizes resolutions.
9.Conduct risk assessments and advise other staff on the health and safety aspects of proposed developments.
10.Train groups of staff, negotiate with suppliers and document current policies and practice.
11.Under general direction, manage LAN and WAN performance and maintains LAN and WAN security. Install, maintain and monitor the operation of the local area network and wide area network.
12.Evaluate vendor products in hardware, software and telecommunications equipment and recommend purchases consistent with short and long term objectives.
13.Recommend and implement LAN policies and standards, ensuring adherence to security procedures. Maintain contact with outside organizations in the maintenance, service and/or purchase of the LAN and WAN. Trains users on LAN operations and procedures.
14.Any other related tasks assigned by the Manager

Job Requirements

Education Qualification

Completion of a Master or a bachelor degree from an accredited college or university with major course work in computer information systems, computer science or related area of study with a 6-8 years of experience with an international organization desirable

Requirements:
1.Ability to work independently on LAN/WAN
2.Ability to configure Cisco Switches and other Cisco Devices.
3.Ability to configure all type of servers such as: file server, exchange server, printer server etc.
4.Maintain network security.
5.Establishes and implements LAN and WAN policies, procedures and standards, ensuring conformance with information systems and objectives.
6.Develops and writes procedures for installation, use and solving problems of communications hardware and software.
7.Install and configure wireless routers.
8.Installs and configures desktop and laptop computers
9.Install and configuration for all type of workstations and LAN printers.
10.Problem solving related to virus protection, prevention and cure
11.Wiring, termination at the HUB end and installation of LAN’s
12.Installs and configures network devices.
13.Regular maintenance of all hardware and Software installation.
14.Acquires, installs and maintains division’s local area network.
15.Reads technical manuals and brochures to determine equipment which meets division requirements.
16.Assists in presenting to management recommendations related to purchasing and installing hardware, software and telecommunications equipment.
17.Makes budget recommendations to Director and Department Heads.
18.Analyzes future needs for acquisition.
19.Manages LAN security and network performance.
20.Instructs users in the use of equipment.
21.Acts as a liaison for Manpower training and On Line Training

Technical Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and ability required.

1.Considerable knowledge of the utilization, operation and care of computer and related electronic data processing equipment.
2.Considerable knowledge of the general principles of computer systems operation, including potential uses and limitations.
3.Considerable knowledge of general office practices and procedures.
4.Good knowledge of general programming techniques as applied to electronic data processing equipment.
5.Ability to supervise the operation of computer and related equipment.
6.Ability to design machine forms required in a complex operation; to interpret flow charts, block diagrams and related materials; and to conduct program tests.
7.Ability to read, analyzes, and interprets technical procedures.
8.Ability to write reports and routine business correspondence.
9.Ability to effectively present information and respond to questions from managers, clients, customers, and the general public.
10.Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
11.Ability to interpret a variety of complex instructions furnished in written, oral, diagram, or schedule form
