Job Summary

The Ministry of Refugees and Repatriations (MoRR), based on its strategic goals provides the Afghan refugees, repatriates and IDPs the opportunity of repatriation and re-integration support, including legal support, health services , education , land allocation schemes, employment opportunity and professional-technical training in their place if origin.
Following the ratification of the 1951 Convention and its Additional Protocol in 2005, the Government of Afghanistan committed to develop a national refugee law. Two national technical experts sought to provide technical assistance to MoRR to formulate and draft a national refugee law to be adopted in 2012. They will work alongside the MORR staff, mentor them and provide them the relevant legal expertise in relation to asylum seekers and refugee matters.M

Duties & Responsibilities


Participate in the working group set up to draft a national refugee law;

Support the members of the working group with legal expertise;

Contribute to the draft of the national refugee legislation;

Ensure that the draft of the law respects international human rights standards, international and humanitarian law;

Ensure that the drafted refugee law is in conformity with national laws;

Keeps abreast of developments in the field of jurisprudence, legislation and regulations in relation to asylum seekers, refugee and statelessness;

Conduct legal research in specific areas, if required;

Undertakes other duties as required

Job Requirements

Qualification:

Recognized Advanced University degree in in Law, International law or Political Science;

Fluency in Dari, Pashto and English. (Verbal, Writing);

Computer literacy (Microsoft package);

Minimum of 5 years of related work experience ;

Experience of working in conflict situation, preferable;

Preferably theoretical knowledge and working experience with refugee issues;

Proven knowledge of international law and human rights;
Experience: 5 or more years of progressive work experience
