The Legal Advisor will work under the daily supervision of the National Program Coordinator and under the overall responsibility of the Program Executive Director.
The Advisor will be responsible for Legislative Development, in liaising with concerned ministries/departments, donors and contractors will be responsible for developing legislative documents required for establishing and functioning of National Skills development Program
The legal advisor will be writing, reviewing and Drafting legal documents, Rules and Regulation.
Remain updated on current legislation and development in Afghanistan.
Management of the legal advice Bureau pilot initiative and ensure it‘s proper implementation and effectiveness as per the committed objectives.
Provide technical advice and support the national management rules of law
Providing monthly legal reports to the program director.
Participating in legal conferences, meetings and seminars.
Court Appearance.
Provide assistance to the advocate in respect of pending cases.
Organize, lead and facilitate legislative development consultation workshops, seminars and discussions with the stake-holders in the sector.
Shows a willingness to contribute to the related activities that will lead to the achievement of the project objectives;
Performs other related activities as required by the management of NSDP
1. Bachelor degrees in the Field of Political Science, International Relationships (IR), Law and Business Administration Candidates having Master Degree in the field will be preferred.
2. 6 years of minimum work experiences with in field in national or international NGO’s, GOV, UN Organizations.
3. Must have the knowledge of human rights, Labour law, Social Law, Constitutions law & Administrative law etc.
4. Understanding of the legal and legislative frameworks necessary to govern education and training quality, certification and accreditation.
5. Prior work experience in an academic capacity/context, such as managing/developing educational and training management system is desirable
6. Demonstrated analytical, organizational and negotiation abilities with the capability of managing properly counter-part relations e.g. government and donors.

C. OTHER SKILLS
Languages: Full working knowledge of English. Fluent in one National language with a good working knowledge of at least one other.
Computer Skills : Competent in the use of key computer software programs
