IDLO, Multi Location
Strengthening of the Afghan justice sector is of the utmost importance. An effective, accountable, and accessible justice system, based on the rule of law, is essential for security, economic development, and the protection of fundamental rights. While Afghanistan’s justice sector has progressed over the last decade, continuing professional development throughout the country is deficient.
Acknowledging the importance of individual development and institutional ownership of continuing professional development (CPD) as an instrument for strengthening the performance of justice sector professionals and the sector overall, the International Development Law Organization (IDLO)’s Justice Training Transition Program (JTTP) was launched in 2013 to address both needs.
The program has been composed of two distinct phases. The first phase, implemented between January 2013 and March 2016, worked on capacity building through direct training and coaching delivery, while supporting partner institutions to put in place conditions to sustainably manage the CPD needs of their professional legal personnel. The second phase of JTTP (JTTP FO) is being implemented since April 2016 and is designed to reinforce the sustainability of emerging CPD structures through interventions at strategic and operational levels of the institutions. The program will end in November 2017.
IDLO has recruited a team of two external international evaluators to conducted the final evaluation of JTTP FO. The purpose of the evaluation is to provide an independent assessment of the program and measure the extent to which the expected results are achieved; and to identify relevant lessons learnt with a view to informing the design and implementation of future projects and program in Afghanistan and abroad.
Total remuneration for the assignment will be $600, provided that the consultant performs his/her duties as per the expectations.
