Job Summary

Overall supervision of the Agriculture livelihood programme, ensuring the quality of interventions and implementation in accordance with Afghanaid policies and procedures


Duties & Responsibilities

Responsibilities:

Specific Duties:

1.   Programme Planning and Design

·        Contribute and to ensure that Afghanaid’s programme strategy is carried out in the field.

·        Assess the activities of other agencies, with a view to partnership working and to monitor gaps and overlaps

·        Assist field staff in carrying out baseline surveys, collecting of information, gathering ideas from beneficiaries

·        Assist field staff in drafting concept notes and project proposals

 

2.   Programme implementation

·        Development of a comprehensive nature-based community livelihoods strategy for the Sustainable crops, including detailed plans to ensure food security.

·        Elevate and fast-track the development, piloting and implementation of new/improved livelihood solutions aimed at diversifying income streams towards greater livelihood security for communities.

·        Lead on market analyses, including the development of links to market for key products and associated marketing strategies

·        Identify key value chain opportunities to assist community members (particularly women) to start and scale up their business.

·        Lead on the monitoring and evaluation of data and reporting for project, to track performance/impact and adapt as required.Conduct education and awareness activities which will build capacity and assist communities to explore conservation compatible livelihood options in their area.

·        Assist communities in planning, prioritizing and implementing natural resource management activities in line with agreed work-plans and objectives.

·        Support communities to gain access to information, resources, and other relevant stakeholders and opportunities that are likely to empower them to manage conservation resources more effectively.

·        On behalf of Afghanaid, establish good working relationships with local communities and their leaders, and endeavor to uphold the reputation of Afghanaid.

·        Report to key stakeholders including donors – including the preparation of progress reports. Ensure implementation of activities is in line with respective donor grants, expectations and planned outcomes.

·        In collaboration with Afghanaid Communications Unit, contribute to periodic publications and features on community engagement across the AFGHANAID Network.

·        In all activities ensure, and support others to uphold Afghanaid’s social policies

 

·        Reporting and Monitoring

·        Regularly assess the quality and quantity of the livelihood work through increased field visits and monitoring. 

·        Review and prepare progress reports that are delivered from the field and submit to Team leader and PDKM.

·        Keep the Technical team leader informed of any significant changes / opportunities in the local and national operating environment and report monthly on progress, problems and quality of the programmes

·        Actively seek to understand problems and unexpected positive/negative impacts, discussing these with M&E Team and senior management

·        Assess field reports to determine possible implications for implementation and agree on corrective action with appropriate decision-makers.

 

3.   Staff Development

·        Assess field staff capacity needs and contribute in developing and imparting capacity building plan in coordination with technical team leaders and PPMs technical teams in enterprise and social sector.

 

4.   Communication/Coordination

·        Represent Afghanaid at relevant sector meetings and workshops to ensure the relevance and effectiveness of the programme in the context of the National Development Goals and those of Afghanaid’s programmes

·        Keep regular contact between the Head Office and the Provincial Managers and sector staff and provide them support they need in programme implementation.

·        Liaise with donors and other NGOs working in the Programme

·        Perform any other related duties as required.


1.      Security Management

·        Take responsibility for managing the security of project staff and assets, in close coordination with the provincial security focal points, the Head of Security and the line manager.


Any other duties as and when assigned by the line manager, MD and/or Directorate. 

Job Requirements

PERSON SPECIFICATION

Education & Professional Qualification

Master’s degree from a well-recognized University in project management, international development, management science, social science or another relevant area or equivalent professional experience.


Work Experience

At least 6 years’ demonstrable experience in managerial position with national or international organisations in related field.

Desirable

·        Experience or familiarity with UK government funded and UN funded projects.

·        Previous work experience in Afghanistan and/or other conflict area(s).

·        Proficiency with databases.

·        Working knowledge of Dari.
