Job Summary

WORK CONTEXT / BACKGROUND:

The position is located in World Vision Afghanistan Ghor Office.

Maternal and Under-5 Nutrition and Child Health Project (MUNCH) project is a three year initiative whose goal is to meet basic health needs and reduce vulnerability of the people in Western Afghanistan, with a focus on women and girls in three Western provinces of Herat, Badghis and Ghor. The project will achieve this through 1) enhancing healthy nutritional practices by mothers, new-borns and children under five, and 2) increasing equitable and gender sensitive health services to mothers, new-borns and children under five. The target population for this project is nearly 2 million people in three provinces.


PURPOSE OF POSITION:

This is a full-time, grant-funded Livelihoods Officer position. The Livelihoods Officer will be responsible for the proper implementation of the livelihoods component of the Canadian Agency for International Development (CIDA) MUNCH project in partnership with the Ministry of Public Health in Afghanistan.

The Livelihoods Officer will be responsible for planning, implementing, and evaluating all livelihoods activities. S/he is responsible for reporting on livelihoods activities, successes, setbacks, and plans. S/he is also responsible for providing technical guidance and support to Community Development Workers involved in implementing the activities.

The Livelihoods Officer liaises with the Zonal Project Supervisor to coordinate location of livelihoods activities and consistency of beneficiary identification. He/she will develop an activity plan for the livelihoods activities and ensure that the required materials and inputs are availed on time to the places of use.

ORGANIZATIONAL PROFILE:
World Vision Afghanistan has been serving the Afghan community since January 2002. Located in Herat province, World Vision supports remote, poor and undeveloped provinces in Western Afghanistan (Ghor, Badghis and Herat provinces). World Vision programs cover education, livelihoods as well as maternal and child health and nutrition. The call and aspiration of World Vision Afghanistan is to inspire hope and create a better future for Afghan children and their communities within the areas targeted by its programs.

Duties & Responsibilities

ROLE DIMENSION / DESCRIPTION TIME SPENT
1. Project Planning and Implementation 30 %

Coordinate the implementation of the livelihoods interventions in the project areas.

Provide technical support to the implementation of livelihoods activities.

Monitor activities progress ensuring goals and objectives are achieved within the given timeframe and approved budget.

Prepare and submit annual and/or quarterly purchase plan, and follow up the timely delivery of inputs.

Plan logistics of distributing inputs and other provisions to beneficiaries.

Conduct regular field visits and meetings with local authorities and communities’ leaders and direct beneficiaries.

Prepare project reports as required by the supervisors in a timely manner.
 Oversee implementation of project activities and ensure that project targets and grant objectives are met.
 Ensure project activities are in compliance with Government of Afghanistan’s rules and regulations.
 Ensure adherence to WV’s financial and administration policies and procedures
 Ensure that Gender Equality (GE) is integrated as an effective cross-cutting theme into the project, and that all GE activities respond to CIDA’s GE policy
 Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.
2. Monitoring, Evaluation and Reporting 20 %
 Develop and implement annual work plans and M&E plans pertaining to livelihoods activities
 Implement the project’s performance measurement plan that includes collection of periodic data for tracking livelihoods project progress and performance.
 Visit project sites to track progress and ensure proper implementation of project activities
 Document project activities, project updates, future plans, success stories, achievements, best practices and lessons learned.
 Review and provide feedback to monitoring and evaluation reports as well as acting on findings from the monitoring data.
 Plan and facilitate annual project review meetings to assess progress, adjust plans, and draw/disseminate lessons learned.
 Organize and conduct reflective learning events (meetings, workshops) internally and externally with project initiative stakeholders including government
3. Personnel Management 15 %
 Supervise community development workers.
 Active capacity-building, both formal and informal, of Community Development Workers throughout the duration of the project
 Effective communication with project staff to ensure staff understand their roles and responsibilities, and are able to successfully perform their duties
 Complete all performance management activities, including:
4. Networking, Liaison and Representation 10%
 Establish and maintain communication mechanisms with government, partners, communities and other stakeholders.
 Coordinate with the Ministry of Agriculture and other relevant stakeholders in the design and implementation of all livelihoods aspects of the project
 With concurrence of the Zonal Supervisor, make formal presentations to the stakeholders about project’s progress, challenges, lessons learned and needed adjustments
 Build capacity of other staff members as representatives of the project and WV Afghanistan.
 When required, coordinate and plan for hosting donor and WVC field trips

Under the guidance of the Zonal Supervisor, liase with other agencies, and communities to ensure that WV’s strategies are understood and well accepted.

Ensure smooth networking with other actors involved in livelihood/food/nutrition sector at local and higher levels as appropriate.

5. Security 5%
 Ensure that organizational security measures and directives are integrated into livelihoods activities.
 Alter project activities as necessary to accommodate changing security situations, and ensure the donor is informed/modifications are requested.
 Monitor the security situation on a daily basis, report as necessary and adjust national staff travel plans as required.

Work Environment The Livelihood Officer will be based in Herat office. World Vision will provide all basic office requirements for effective work performance including transport to the field. Also, team-house accommodation will be provided
Coordination with local Afghan partner organizations in project districts.
