The Role: Under the overall guidance of Provincial Programme Manager and direct leadership of Self Help Groups, Rural Enterprise and Microfinance Provincial coordinator and will be responsible for results oriented delivery of Afghanaid’s vision to create enabling environment for poor rural women and men to become economically empowered with sustainable institutions and systems put in place for groups savings and internal lending, management of the revolving fund , links with micro-credit institutions established, and feasibility of sub-sectors conducted to make informed choices by, existing and potential, rural women and men producers and entrepreneurs resulting in to improved household food security, cash income, and overall well being status of the family and communities.
Key responsibilities
• Programme introduction to identify groups. Ensuring the incorporation of the Islamic tools of financing in the programme.
• Management of the revolving fund in the province and assist in the development of revolving fund criteria for sustainability.
• Effective and strong credit appraisal and assist the groups in developing their lending policies and limits.
• Strong recovery monitoring and follow-up, pursuing the delayed payments and ensuing that it should not go beyond due date (zero tolerance) in the groups.
Tasks.
The Loan officer work will involve the following:
• Identification of possible potential groups to benefit from the revolving fund by making field visits in the targeted groups through meetings and interactions.
• Building the capacity of the target group in group formation, savings mobilization and management of credit.
• Assist in the designing of a Micro Credit Scheme that can work in the province and districts and establishment of an institution to manage the revolving loan fund from AAD.
• Follow-up visit to the groups for monitoring the micro finance in order to check the progress, reputation or the general opinion of the groups.
• Linking the groups to existing micro finance institutions for credit assess to boast their capital.
• Assisting the department team in market assessment and value chain analysis.
• Interview applicants and requests specified information for loan application;, background checks, reference checks, and appropriate credit documentation to evaluate loan applications;
• Monitoring of Group Savings and Loan activities and documentation of experiences
• Assist the groups in the analysis of member /applicant financial status, credit, and property evaluation to determine feasibility of granting loan; and corresponds with or interviews applicant or creditors to resolve questions regarding application information.
• The Loan officer is required to prepare his/her work plan of the activities on monthly, quarterly and annually basis as and when required. Prepare weekly, monthly field reports record the days events. Maintaining financial and socio economic record for each group member.
• Establishing timely recovery follow up plan with groups/members.
• Assists community or potential borrowers with inquiries and information requests, and resolves complaints relating to loan products and services offered.
• Any other duties assigned for the attainment of AAD goals and objectives.
Competencies and Skills:
You are required to have Bachelors degree or diploma in relevant discipline (preferably in Business Administration/Management, Microfinance Accounting, Marketing).Experience in microfinance (Islamic banking) sector and revolving fund management an added advantage.
You will bring an excellent knowledge and established experience of having successfully delivered grassroots based programming, particularly with rights-based approach, in this sector. You are required to have experience of having facilitated formation of village groups of women and men for savings and internal lending using Islamic concept of banking, management of the revolving fund, supporting these groups in developing their institutional capacities in BDS including conducting market feasibility, business risk analysis and also fostering their linkages with micro-credit facilities . You must have experience of designing and running capacity building initiatives in this sector of work for literate and non-literate groups of women and men, with a large national or international NGO known for its work in promoting rural economic empowerment. Have a good understanding of AREDP, MISFA and other similar national level government and large donors programme in this sector.
The post requires ability to deal with challenging work situations; and willingness to travel, live and work in remote areas. You must have good communications skills in English, local languages, and computer literacy in word processing, excel, and designing of databases to track growth in capital. You will need proposal development, report writing, and monitoring skills.
