Canadian Program Support Unit (CPSU), Multi Location
The services of the Local Funds Coordinator (“The Coordinatorâ€) shall consist of professional, technical and managerial expertise to help CIDA implement local responsive funds in Afghanistan. For the 2011-12 fiscal year ending on March 31st, 2012, this will include the Canada Fund for Local Initiatives (“CFLIâ€) and the Responsive Fund for the Advancement of Women (“RFAWâ€).
The purpose of CIDA’s local funds is to provide short to medium term funding to local initiatives that make strategic contributions to Canada’ priorities in Afghanistan. The purpose of engaging a Coordinator is to ensure the efficient, transparent administration of these funds at every stage of their life cycle, from the call for proposals to the closure and evaluation of projects.
The Coordinator shall report to the Director of the CPSU and coordinate the workplan with the Deputy Head of Aid (DHoA) at the Canadian Embassy in Kabul on project matters.
The CFLI and the RFAW are at different stages of implementation. The CFLI for 2011-2012 has not yet been launched, while the RFAW has already selected projects for 2011-12. Both local funds will be closed out by March 31, 2012. As a result, the Coordinator’s services will be tailored to the requirements of each local fund as determined by the DHoA.
The following services shall be provided by the consultant:
1. Administering a Call for Proposals for the CFLI. The Coordinator shall develop a Call for Proposals that meet Canadian priorities in Afghanistan and fit within CFLI objectives. The Call for Proposals will be targeted at organizations that could benefit from the CFLI, and shall be approved by the DHoA prior to distribution.
2. Responding to enquires from potential applicants for the CFLI and RFAW and providing advice on proposal development and submission and preparing routine correspondence on behalf of the funds.
3. Advising applicants on issues such as CIDA’s Results-Based Management Policy, gender and environmental screening requirements, progress and financial reporting formats, and other relevant proposal development issues. The Coordinator may also be requested by the DHoA to hold a one-day training seminar at the CPSU for prospective CFLI project applicants.
4. Keeping a record of all proposals received, and keeping the designated CIDA PTLs and the DHoA apprised of such proposals.
5. Assessing proposed projects in terms of their potential impact on the recipient population; the management capacity of the implementing and/or recipient organization; political and legal considerations; and the potential impact of the proposed projects on women and the environment. For the CFLI, the Coordinator shall assist the Selection Committee through preparation of a matrix of all proposals received, an assessment of how they do or do not meet funding criteria, an assessment of the quality of the proposal, and a recommendation on whether or not to fund the proposal.
6. Maintaining records projects rejected by the Selection Committees of the CFLI and the RFAW and shall prepare a letter to each organization explaining the reason for their rejection. The letter for the CFLI will be submitted to the Head of Aid and Ambassador for signature, and the Coordinator will administer delivery of letters. For the RFAW, letters will be submitted to the Head of Aid for signature, and the Coordinator will administer delivery of letter.
7. Assisting local organizations in the preparation of project documents that are submitted to the Canadian Embassy for consideration where required.
8. Preparing a Project Approval Document (PAD) for each project being recommended for approval.
9. Preparing and facilitating the negotiation of contracts, contribution or grant agreements will successful applicants.
10. Ensuring an appropriate system is in place for monitoring the progress of sub-projects supported through local funds, and submitting regular reports to the DHoA on project implementation.
11. Reviewing financial reports, including requests for advances and invoices, and recommending payments in accordance with the terms and conditions in contracts, contribution or grant agreements made with successful applicants.
12. Maintaining accurate records of financial disbursements, coordinating with the CPSU finance section where required.
13. Providing financial and progress reports on all projects within the CFLI and RFAW, updating existing project files, and preparing termination reports for all projects funded.
14. Preparing situation / outlook reports on specified components of projects.
15. Preparing reports on the CFLI and RFAW including End-of-Project Reports, Year-End Reports, and so forth as requested by the DHoA.
16. Collaborating on performance assessment exercises such as audits, reviews and evaluations.
1. Education: Graduation with a master’s degree from a recognized university.
2. Experience: (at least 7 years)
a. Experience in assessing project proposals
b. Experience managing responsive funds, including drafting project documentation and managing finances.
c. Experience working within a team.
d. Experience liaising with executing agencies.
e. Experience in providing advice and recommendations to senior managers.
f. Experience with NGOs in Afghanistan.
3. Knowledge and Abilities:
a. Good knowledge of the recipient country and its development problems.
b. Ability to assess development priorities, projects related to sustainable development, justification for local funds and their potential socio-economic economic impact.
c. Ability for work planning and organizing.
d. Ability to communicate effectively, orally, and in writing in English and Dari.
e. Willingness to travel in the country.
f. A basic knowledge of Afghanistan’s environmental situation and problems.
g. Specific knowledge of the status of women in Afghanistan and their integration in Afghanistan’s development process.
h. Knowledge of local NGOs.
i. Knowledge of CIDA’s policies in results-based management, gender and environment.
j. Knowledge of CIDA’s guidelines and requirements for managing local funds and for financial management of local funds.
4. Other Desirable Personal Qualities
a. Tact, courtesy, discretion, initiative, and good judgement.
b. Good interpersonal skills.
