Job Summary

European Commission is supporting Action Aid Afghanistan in implementing a livelihood rehabilitation and development project in Jawzjan and Balkh provinces. The project is aimed to restore agriculture and diversify income generation options for poor and vulnerable households in project villages. the restoration of agriculture is planned through enhancing farmer’s knowledge and skills in diversifying cropping systems, crop planning to mitigate effects of disasters and ensuring sustained crop production.
By provisioning of quality seeds and seed multiplication will ensure access to seeds to the poor and marginal farmers. Through seed banks, the seed supply and seed procurement is done locally and with in the reach of small farmers.
The Project is also aimed to improve livestock production through enhancing knowledge and skills of the men and women on animal rearing and management practices; provision of animals for the asset less households like disables, women headed households and landless families and improving the community pastures and community based pasture management practices.
In the project area, more than 50% of the households are dependent on daily wage labour as their primary source of livelihoods. To diversify their livelihood and reduce dependence on the agriculture sector, the action is also aiming to promote vocational based livelihoods for landless and unemployed youths to diversify household income and livelihood. The development of Product Based multi purpose Rural Cooperatives with a linked marketing arm in the main urban centres like Sheberghan and Mazar-e-sherif are proposed to provide back and forward linkages to targeted households.


Logistics Officer organizes procurement and distribution of goods and services of the LRRD Project, which involves procurement of seeds and plant saplings, agriculture tools, vocational / occupational tools, fertilisers and animals (mostly goats). They plan and manage the movement of goods in a supply chain, liaisoning with many stakeholders like suppliers of materials, manufacturers, retailers, transporters and beneficiaries.

The role of Logistics Officer will involve transportation, stock control, storages (wherever needed), flow of goods and materials to distribution centres (locations) and monitor the supply chain systems. S/he will play a key role in forecasting the stock levels, delivery times, transportation costs and quality delivery.

Duties & Responsibilities

Logistics Responsibilities:

• Assist the Project team guided by the Project Manager in selection of qualitative goods and services for procurement.
• Planning, initiating, and overseeing procurement of all project materials and equipment including timely supply all project related materials to all sites.
• Developing and maintaining effective communication procedures and policies to insure efficient flow of information within the project, ActionAid Afghanistan, and other agencies
• Monitoring the quality, cost and efficiency of the movement and storage of goods
• Managing project related store and stocks and update the inventory. Also maintain stock receipt and issue and delivery documents
• Liaising and negotiating with suppliers and transporters.
• Supporting Project Officers and Social Organisers in aspects of implementing the ongoing projects.
• Develop contracts based on the recommendation of the Project Manager and Procurement Committee or as per the approval of the Country Director for purchases and services.
• Conduct audit of the distribution and beneficiary reachout as per the criteria developed.
• Travels throughout the project areas as required.
• Other specific responsibilities as assigned by Line Manager and Project Manager

All logistics arrangements and procurements are made as per Action Aid Afghanistan policies and European Commission Policy
All inventory stocks are kept properly
All supplies are to be recorded and reported to the Line Manager and Project Manager

Job Requirements

• Minimum of Bachelor in Accounts, Finance and Management
• -3 years of experience in logistics and preferably with international NGOs.
• Excellent command and use of various computer and soft wares and operations.
• Self starter, enthusiasm and creativity, willingness to work in difficult and uncertain operating environment, and also the position will be required to travel to all project areas in the Mazar Province.
• Gender sensitive and responsive
• Team working attitude
• Proactive to take new initiative at work;
• Honest and accountable.
• Fluency in English and good command on Dari and any other South Asian languages is desirable.
