Job Summary

Supervise the daily logistics activities through managing the logistics technical team. Ensure the day to day maintenance to the MSF equipment, facilities and infrastructures according to MSF standards and protocols, the preventative maintenance schedules.

Duties & Responsibilities

Tasks and Responsibilities

-         Support the line manager in the day to day coordination and management of the logistics team

-         Organise and lead team meetings, attend logistics meetings and accounting for his activities

-         Ensure the development and follow up of the monthly, weekly and daily maintenance schedules (Hospital Logistics Management etc.), daily supervision, monitor of the quality of work and the definition of each person's task

-         Ensure the day to day technical support of the medical and non-medical facilities through follow up of the Preventative maintenance schedules

-         Ensure the smooth running of all MSF facilities through regular inspection of the technical aspects, monthly maintenance of premises and equipment

-         Support in the follow up of the timeline of activities for all technical matters in his field of expertise in collaboration with the Project Logistician

-         Responsible for the monthly supply of technical logistics items, the monthly consumption analysis and the management of the stock in collaboration with the Supply team

-         Responsible to write and implement projects in order to improve the quality of services in MSF facilities

-         Supervise and follow up all technical logistics orders and demands from different departments or health facilities (Job request follow up, maintenance requests etc.); provide support for local purchases according to MSF supply procedures; ensuring the quality control of technical items, reception conditions of freight or arriving material; setting up of materials before its shipment

-         Plan together with the line manager the required checks and maintenance activities according to MSF standards

-         Give regular feedback to the line manager and report directly any issue or incident

-         In order to ensure the coverage of the human resources needs and maintain high standards of quality, organise and coordinate the activities of team supervised (week’s schedule, annual leave, absences, etc.), communicate with the HR Admin department all relevant information in due time, evaluate performance, define and ensure the needs for training

-         Perform hands on tasks as part of the team whenever required or needed in order to optimize the resources and to contribute with his/her knowledge and experience

-         Participate in monthly reports according to guidelines

SUPPLY TASKS:

-         Supervise and organise the daily activities of the Supply team and ensure they perform the tasks linked to their role

-         According to the set-up defined, responsible for the order, purchase, stock (Logistic and med stock) and freight management in the project level, monitor and ensure an efficient implementation of the overall daily supply activities

-         Liaise with coordination order processing officer for project requests and delivery to the projects

-         Ensure all orders are processed in UF and that the software is kept updated

-         Monitor and ensure a smooth-running supply administration and the respect of the implemented supply procedures, propose adjustments where needed

-         Responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data

-         Communicate with customers, keep them up to date concerning their orders status and prioritise procurement and transport according to their needs

-         Collect claims from the requesters (end-user), analyse causes and make corrective/preventive actions

-         Organise and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality

-         Perform hands on tasks as part of the team whenever required or needed in order to optimize the resources

-         Cover storekeeper in his/her absence

-         Participate in monthly Supply reports according to guidelines (TSR, SMS, LRT…….)

-         Inform his line manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making

Job Requirements

Minimum Requirements and Competencies

Education

-         High school diploma (12th class) essential

-         University degree desirable

-         Technical diploma essential

-         Proficient user of MS Office (Excel, Word, Outlook) essential

Experience

-         MSF experience mandatory

-         Other experience in similar position essential

Languages

-         Dari/Pashtu: oral and written essential

-         English: oral and written essential

Working hours

-      Full Time / Schedule: 176 hours per month - due to the nature of the position the candidate must be willing and capable to sometimes work outside regular office hours

-      Salary will be paid according to the MSF salary grid
