Job Summary

Planning, coordinating and monitoring all logistics related activities in the project or capital and providing support to medical assistance activities, according to MSF protocols and standards in order to ensure an optimal running of the project

Duties & Responsibilities

 

•            Assisting the Logistics Team Leader or Project Coordinator in the definition and follow-up of logistics activities in the project, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population.

•            Leading and directing all support activities in the hospital, in close collaboration with the clinical and nursing leadership, and developing, assessing and implementing the logistics strategy, policies, tools and procedures specifically in the areas of Biomedical, Mechanical, Construction, Energy, Transport, Hospital Supply Applied Security, Communicating, ICT and EPREP. Assisting the hospital management and LTL in defining the yearly planning, budget and the hospital activities in order to identify and respond to the needs of the population. When required, bidding and managing the hospital improvements, maintenance and construction budget and directing construction requirements in collaboration with Construction Log .

•            Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).

•            Participating in the planning and implementation, together with the LTL, the Project Coordinator and the HR Manager, the HR associated processes (training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.

•            Ensuring technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about use of communication tools (handsets, HF/VHF, etc.).

•            Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Project Logistics Manager will have to create an appropriate environment to facilitate security exchange of information.

•            Participating in monthly reports according to guidelines

MSF Section/Context Specific Accountabilities

•            Ensure excellent implementation of Applied Security rules within the project premises.

•            Ensure the good condition of Safe rooms and Bunkers within the Hospital and Compound.

•            Ensure good functioning of vehicle fleet, genrators and other engines.

•            Implement water and sanitation activities planned.

•            Organise transport of goods and staff.

•            Guarantee means of communication.

•            Ensure technical reference for all logistics issues in the project and provide coaching to logistics staff.

•            Ensure all staff in the Project is properly briefed about use of communication tools (handsets, HF/VHF, etc.).

•            Give regular feedback to the line manager and report directly any issue or incident

•            In order to ensure the coverage of the human resources needs and maintain high standards of quality, organise and coordinate the activities of team supervised (week’s schedule, annual leave, absences, etc.), communicate with the HR Admin department all relevant information in due time, evaluate performance, define and ensure the needs for training

•            Perform hands on tasks as part of the team whenever required or needed in order to optimize the resources and to contribute with his/her knowledge and experience

•            Participate in monthly reports LRS, Fuel Consumption Follow up etc., according to the MSF guidelines.

•            Involvement in discussion and collaboration with MoPH, PHD representatives if required.

•            Ensuring that hospital occupational health and safety systems are in place, maintained and updated when needed (e.g. fire safety including emergency planning, hospital access and security).

•            Responsible for safe and efficient waste management and managing hospital WHS in partnership with the responsible WHS specialist and together delivering a comprehensive hospital vector control mechanism.

•            Ensuring that the installation and maintenance of the functional spaces of medical offices are in adequate conditions and that the HR structures are in place to support the management of medical facilities.

•            In coordination with the LogCo, reviewing the current hospital logistical management strategies, tools and procedures and recommending possible amendments or revisions in order to achieve effectiveness and efficiency of the hospital support structures

•            Any other task related to his/her area of expertize

Job Requirements

Requirements and Competencies                                                       

Education

•            Graduation in the field of engineering, construction, logistics or relevant areas to logistics Essential

•            Diploma in business administration Desirable

Experience

•            Minimum 2 years' demonstratable experience in the Field of Logistics  Essential  

•            Experience in security management and ICT Desirable

•            Experience in Industries/Hospitals /NGO with Big Setups Desirable

Languages                      

•            Pashto & Dari language Essential

•            English Essential
