The successful candidate should have the following duties and responsibilities:
Be responsible for performing inventory and financial management procedures including ordering, receiving and storing supplies and function as head of the department of Logistics and Supply Chain Management of the new JSH.
Be responsible for ensuring all requests for goods by hospital management teams are fulfilled on time with identification and selection of most appropriate suppliers to fulfill purchase requests, raising efficiency and achieving greater cost effectiveness.
Responsible for overseeing the procurement, warehousing and asset management functions within hospital including monitoring, advising, promoting and training in good practices in supply chain management, including development of improved logistics systems and systems compliance.
Responsible for overseeing an effective asset tracking function and for the secure and efficient storage of goods in the hospital store and supervise technicians and clerical staff in the department with monthly duty roster of logistics staff and approve work schedules and on call schedules for the department and be responsible for the safety and security of the department.
Support and development of supply chain function (load, unload and move stock using equipment such as fork lift and hand carts), procurement, warehousing and asset management) in the new JSH and be responsible for identifying, promoting compliance with good practice and hospital procurement procedures and systems.
Develop procedures in cooperation with Administration and Finance Director within rules, policies, guidelines and procedures. Monitor and enhance procedures in hospital operation through roper advice and training, ensuring that staff follows rules, guidelines and good practices.
Perform quality control, property management and repair parts management.
Take part in the selection, development and roll-out of the hospital logistics software system (including supply chain and asset management), and on-going training of staff in its use.
Actively participate in the working groups and meetings, promoting cooperation and communication on logistics matters
Responsible for up keeping the logistics and supply chain management at the new JSH and play a crucial role in recruitment of equipment servicing staff and ensure that all staff receives an orientation programme to the organization and appropriate training needs are analysed and provided along with coaching and mentoring of the staff and ensure that instruction and training programs are held as required for the technicians and the clinical support if of high professional standard.
Ensure proper safety standard for all logistic appliances used at JSH and assess future space and equipment needs for the department and JSH.
Assist in the implementation of operational plan, policies, strategies and equipment standards for the hospitals and develop training modules relevant for the staff.
Develop tools and supervisory check list for monitoring, supervision and evaluation of all logistics and supply chain management element and make visit of the hospital to check every day.
Evaluate the professional performance of all staff in the department and making recommendation, promotion or and termination of staff;
Prepare the budget for the department ensuring the Implementation of the policies and procedure, in accordance with the policies and procedures of the new JSH.
Liaise with Administrative and Finance Department for preparation of new logistics, its specification, assessing and evaluating that the logistics are as per need of the JSH and specification are right in consultation with the Medical/Hospital Director.
Serve as member of the Hospital Management Board/Committees and liaison with the committees as required to ensure provision of continuous service, which may require that appointee to be on call and work overtime during evenings, night’s holidays and Fridays.
Ensure that the overall activities meet the requirements of quality management and environmental policies and legal stipulations currently valid in Afghanistan.
Demonstrate evidence of successful participation in required training programmes offered by the hospital.
Recognize the necessity to continually develop skills and acquire additional knowledge appropriate to the position.
3. Skills, Experience and Qualifications:
This assignment involves proper logistics and supply chain management support to the Jumhuriat Specialty Hospital under the supervision of the Hospital Director and the Hospital Management Board, the successful candidate will provide technical administrative and logistics and supply chain management support and technical inputs required to allow the MoPH to achieve its objective of running the Jumhuriat Specialty Hospital as per the operational plan having sufficiently qualified and trained human resources in order to implement MoPH operational plan and strategy.
3.1 Skills:
Working with the Hospital Director and the Hospital Management Board with assistance from the World Bank Capacity Development team, and other relevant individuals, the Logistics Officer will:
Be a good team worker, capable of working effectively in a very challenging environment with excellent communication skill and new initiatives skill.
Logistic officer need to have excellent organization skills, enabling them to quickly locate goods to be procured, distribution or placement within the warehouse.
She/he should interact with everyone from vendors to management to co-workers, they should be strong communicators.
Must have a firm grasp of how to operate sometimes equipment used to move goods , as well as the strength and stamina needed to spend a lot of time on their feet and lifting packages.
Basic management and supervision skills as oversee staff
Stock control and accounting procedures
Procedures for shipping, receiving, storing and issuing stock
Understanding the handling of medical and food supplies, interest in mathematics, bookkeeping, accounting, business administration and typing.
Ability to keep accurate records.
Enjoy physical work.
Interest in operating forklifts and other warehouse equipment.
Knowledge of current challenges and opportunities relating to new JSH.
3.2 Experience:
Previous experience as logistics and supply chain management officer in a big hospital in under developed country.
Experience in insecure or post-conflict environments is a plus.
Demonstrated experience in implementing the operational plan and the hospital logistics and supply chain management issues and training programmes.
Any Bachelor’s degree from a recognized university. Logistics and supply chain management/administrative or any management training is preferred.
At least 4 years of work experience in related field. Hospital experience is preferred.
Must be experienced in MS Office: Word, Excel, Power Point, Internet etc.
Fluency in English is a plus (Dari and Pashto is must).
The applicant should not be a civil servant.

The deliverables of the Logistics Officer is to run all the logistics and supply chain management issues of the new Jumhuriat Specialty Hospital effectively and efficiently and make it the best hospital in Afghanistan in near future.
