Job Summary

Leading an area of specialization within the Logistics family by providing technical guidance, developing and ensuring the implementation of its national policies, guidelines and standardization of common practice-es in accordance to MSF policies in order to enable the development of the mission in perfect working con-dictions.

Duties & Responsibilities

Focal point and interlocutor of the Afghan Technical Unit in his field of expertise (1st, 2nd and 3rd line response) for communication with the HQ Back Office Referents


Direct field support 

- Guarantees the support to the projects on a day-day basis via Helpdesk

- Ensure regular Field support visits with systematic reporting, for the specialist and himself.


Technical reference

- Ensure development of & guarantees compliance to the Mission policies, procedures, protocols in his/her field of expertise;

- Ensure the definition of quality standards for all ICT material through the local availability and international ordering for the entire mission

- Ensure the projects’ support through development of technical specifications for the ICT environment (information and communication technology, network and mail management, helpdesk, IT device management, Software and Data Management, videoconference, etc.))

- Ensure the development and implementation of training strategies/activities for the ICT technicians in the mission;

- Ensure the quality of purchased material through technical validation / OR and PU involvement (for rental and purchased material); Compares quality of equipment, providers/services, in order to optimize buying decisions and to ensure local availability;


- Support in the development, update and validation of the timeline of activities and maintenance strategies in his field of expertise; monitor and follow up the implementation in the projects;


- Develop a deep knowledge of all MSF Hardware and Software in order to provide efficient support to the projects

- Stay constantly updated on new technologies and MSF standards in order to keep the mission up to date.


Administration

- Ensure the administrative part development and follow-up (contract management, market assessment, renewal of documentation etc.)

- Ensure that all ICT Equipment in the Mission is in accordance with country’s legal requirements and compulsory licensing

- Guarantees that all mission’s IT assets are recorded in Track my stuff.


Supply & Stock management

- Ensures constant update of standard lists.

- Ensure the development and follow up of market assessment strategies and evaluation of local suppliers for the quality and services

- Ensure the follow up and renewal of all ICT equipment and spare part stocks in the projects incl. Contingency/Buffer and EPREP stocks at Coordination; define the level of stock turnover; inventories; follow up stocks, storage and cleaning of equipment.

- Coordination Contingency (Buffer) Stock owner and responsible for related budget follow-up, replenishment and renewal of stocks (Manager=Coordination Supply) in his field of expertise


Budgeting

- Support in the development and ensure the follow up of the budget for all projects (Annual planning process, Budget revision/forecast, activities consulting etc.) in his/her field of expertise


Innovation

- Ensure and support the development of innovation projects as part of the references and capitalization of information of the mission in coordination with the ATU Manager and HQ Back Office in his field of expertise


Job Requirements

MINIMUM REQUIREMENTS


Education

- Essential university or technical school diploma in the Field of ICT Systems 

- Essential computer literacy 

Experience

- Essential previous experience in the area of specialization (minimum two years). 

- Proven understanding of MSF Field Logistics

Languages

- Dari/Pashtu: oral and written essential

- English: oral and written essential


WORKING HOURS 

FULL TIME / SCHEDULE: 176 HOURS PER MONTH - DUE TO THE NATURE OF THE POSITION THE CANDIDATE MUST BE WILLING AND CAPABLE TO SOMETIMES WORK OUTSIDE REGULAR OFFICE HOURS

SALARY WILL BE PAID ACCORDING TO THE MSF SALARY GRID
