Afghan Social Marketing Organization (ASMO) is a social marketing and behavioral change communication organization established in August 2008. ASMO is a free-standing, not-for-profit Afghan organization that aims to create positive health outcomes by giving Afghan households the information they need to make informed and healthy choices and expanding access to high-quality health products through commercial markets.

From its inception to date, ASMO successfully implemented multimillion-dollar projects in Afghanistan through sub-awards sponsored by USAID, focusing on improving maternal and child health outcomes through the private sector.

Job Summary

The Low Touch Provider Network Manager is a critical role responsible for leading and coordinating the implementation of the Low Touch Providers Network initiative in Afghanistan. This position requires a unique blend of healthcare expertise, network management skills, and strategic leadership capabilities. The Low Touch Provider Network Manager is tasked with developing and executing a comprehensive operational plan for the network, which includes recruiting and onboarding diverse healthcare providers (such as hospitals, clinics, and midwife networks), establishing effective service delivery and governance structures, and facilitating strong partnerships with key stakeholders, including government agencies, donor organizations, and other relevant partners. Ultimately, the Low Touch Provider Network Manager plays a pivotal role in driving the long-term sustainability and growth of the network, contributing to improved access to quality and affordable healthcare services for the Afghan population

Duties & Responsibilities

  • Provide overall strategic leadership and management for the Low Touch Providers Network in close collaboration with relevant stakeholders.
  • Develop and oversee the implementation of the network's operational plan, ensuring alignment with the initiative's key objectives and target outcomes.
  • Establish effective systems and processes for network management, including provider selection and onboarding, service delivery monitoring, quality assurance, and continuous improvement.
  • Build and maintain strong partnerships with network providers, including large hospitals, small and medium clinics, and midwife networks, to promote their active participation and engagement.
  • Collaborate with the technical support team to design and deliver capacity-building programs for network providers, focusing on healthcare business management skills, quality improvement, and priority health services including: 
  • a. Provision of uniform, high-quality primary healthcare services, including family planning, maternal and child health, and communicable and non-communicable disease management.
  • b. Quality assurance and continuous quality improvement processes and SOPs development for low-cost healthcare settings.
  • c. Clinical operations management and skills strengthening to improve the sustainability of private practices.
  • Oversee the development and deployment of innovative digital tools and platforms to facilitate provider-to-provider learning, data collection, and real-time performance monitoring.
  • Lead the establishment of a social franchise model, defining the operational structure, membership criteria, and value proposition for participating providers.
  • Develop and implement a comprehensive quality assurance framework, including the creation of quality standards, assessment tools, and continuous improvement mechanisms.
  • Facilitate effective linkages and referral mechanisms between network providers and the broader healthcare system, ensuring continuity of care for patients.
  • Collaborate with the technical teams to develop and execute an effective marketing and communications strategy to promote the network and its services to target communities.
  • Monitor and evaluate the network's performance, generate insights, and use data to inform ongoing program adaptations and scale-up strategies.
  • Represent the network and its initiatives to key stakeholders, including government agencies, donor organizations, and other relevant partners.
  • Provision of strategies and manuals and ensuring private providers' compliance to the donor and national legislations and policies

Job Requirements

Education: Bachelor's degree in public health or a related clinical/healthcare field from a recognized medical university. Master's degree preferred.

Technical skills: 

Strong expertise in primary healthcare service delivery, with in-depth knowledge of the clinical guidelines and quality standards for services like family planning, maternal and child health, and communicable and non-communicable disease management.

Proven track record in developing and implementing continuous quality improvement frameworks for healthcare settings.

Industry experience: 

Minimum 7 years of experience in leading complex healthcare initiatives, preferably in the private sector or social franchise models.

In-depth understanding of the healthcare landscape, service delivery challenges, and opportunities in Afghanistan.

Management skills:  

Proven track record in managing multidisciplinary teams and fostering strong collaboration with diverse stakeholders.

Ability to develop and implement effective network management and governance structures, including provider recruitment, onboarding, and performance monitoring.

Expertise in establishing and maintaining strong partnerships with diverse network providers, such as hospitals, clinics, and midwife networks.

Personal qualities: Strong strategic and analytical thinking skills, with the ability to use data-driven insights to inform decision-making.

Technology skills: Proficiency in developing and deploying digital tools and platforms to facilitate network-wide communication, data collection, and performance monitoring.

Language skills: Fluent in Dari and Pashto. Excellent oral and written English language skills.  

Communication skills:  

Ability to effectively communicate the network's value proposition, negotiate agreements, and secure buy-in and support from key stakeholders.

Strong interpersonal and communication skills to effectively engage with various stakeholders, including government agencies, donor organizations, and other relevant partners.

Ability to represent the network and its initiatives to key stakeholders, advocate for the network's priorities, and negotiate partnerships and resource mobilization.

Familiarity with donor and national policies, regulations, and reporting requirements to ensure compliance.
