Founded in 2003, The Liaison Office (TLO) is an Afghan non-governmental organization (NGO) that emerged from a Swiss peace pilot project (supported by the Heinrich Böll Stiftung) on good governance after the organization was approached by southeastern province community elders requesting assistance for participation in the peace and reconstruction process. TLO has since evolved into an independent Afghan NGO registered under number 611 with the Ministry of Economy of Afghanistan. MISSION: T o f a c ilit a t e t h e f o r m a l i n t e g r a ti o n o f c o m m u n iti e s a n d t h e i r t r a d iti o n a l g o v e r n a n c e structures within Afghanistan’s newly emerging peace, governance and reconstruction framework. OBJECTIVES: The organization’s main objectives are to improve local governance, stability and security through systematic and institutionalized engagement with customary structures, local communities, and civil society groups. It works to accomplish these objectives through programmatic activities in research/analysis, dialogue facilitation/peace building, access to justice and governance, humanitarian assistance, third party monitoring and evaluation of the project/programs, and natural resources management. The guidelines for these activities are strictly based on the “do-no harm” approach.
Project Background:
The Rangeland Management (RAMA) project is an SDC funded 12 year mandate which is organized in 3 phases (from 2018 to 2030), and implemented by TLO & Afghanaid Consortium. The project overall objective is to support poor communities, particularly women, to improve their livelihoods and rangeland ecosystem through sustainable natural resource management. The project is targeting a 15% reduction in poverty of 33 Rangeland Management Associations (RMAs) by the end of RAMA phase 1in Six targeted district of Daykundi province. The project will do this by pursuing three key outcomes: 1) Rangeland Management Associations (RMAs) ensure sustainable rangeland management and disaster risk reduction; 2) Rangeland profitability improved, with topsoil and water retained and value-added in the processing chain; and 3) DAIL and PAIL/MAIL strengthened to establish and support RMAs and supervise rangelands through a tailor-made MIS system and database of users.
Job Description:
Under the Direct Supervision of TLO MEAL Coordinator the M&E and Reporting Officer will work on conducting project baseline, mid-terms, and end line assessments, lead on data collection, compilation and analysis, and result generation. Supervise project on-going activities through regular field visits and reporting on weekly, monthly, semi-annual and annual basis.
Duties and responsibilities:
· Supervise and monitor field activities using RAMA Project developed M&E tools
· Compilation and reporting of field data in comparison of project work plan and set indicators on weekly, monthly, semi-annual and annual basis.
· Follow up on on-going projects activities as per the project yearly detail work plan, and log-frame.
· Travel to targeted rangeland communities in six targeted districts of Daykundi province to supervise and monitor activities progress, and work quality.
· Review developed baseline and end line assessment survey tools and data tracking checklist, for effective monitoring and reporting of the Project results.
1. Bachelor degree in Agriculture/NRM, business administration or relevant field
2. Minimum of 5 years of experience in monitoring and evaluation activities, providing technical assistance in or conducting and/or leading evaluations, survey, quantitative or qualitative research, or implementation science studies.
3. Excellent linguistic skills in Pashto/Dari and English, both written and spoken.
4. Good skills in report writing, statistical data analysis, proficiency with SPSS or STATA
5. Knowledge and experience of GIS and NDVI
7. Good coordination, communication and interpersonal skills.
8. Willingness to field visits and able to work under pressure.
