Job Summary

Purpose of the Post:


To support MoPH in improving FP services through conducting regular monitoring, data analysis and reporting on the quality and change in uptake of PPFP/PAFP services in 25 pilot health facilities under FP Accelerator project.



Organizational context (Describe the individual role of incumbent within the team, focusing on the intricacy and difficulty of working environment):


- The WHO/RHR FP Accelerator project aims to improve access to quality and rights-based Family Planning (FP) services. The WHO/HQ RHR FP Accelerator project (2019-2022) will support partners and Ministries of Health (MoH) accelerate access to and use of contraceptives within the broader framework of Sustainable Development Goals , Universal Health Coverage and the WHO 13th Global programme of work (GPW13). 


From 2019 the Ministry of Public Health of Afghanistan jointly with WHO is implementing Postpartum and Post Abortion FP (PPFP/PAFP) services as key innovative FP interventions under FP Accelerator project in two provinces: Kabul and Herat. 


The establishment of PPFP/PAFP corners in 25 health facilities of two province is the main activity for improving uptake of postpartum and post abortion services.

Objective

Duties & Responsibilities

The incumbent will perform the following duties:


KEY RESPONSIBILITIES:


1.   Design, plan and conduct project implementation monitoring to track progress in achieving overall project objectives.

2.   Assist in data generation, management, analysis and reporting, including recommendations for changes.

3.   Assist FP/MoPH in organizing and maintaining documentation of all FP Accelerator project activities and follow-up with provincial RH officers.

4.   Compile reports, draft letters in Dari, Pashto and English whenever required.

5.   Assist in supplies’ management, distribution and follow-up by maintaining the relevant soft and hard copy of files in close coordination with RMNCAH unit of WHO country office.

6.   Assists in organizing meetings, working groups, workshops and training activities.

Job Requirements

Qualifications Required:


•   Academic Requirements: Medical doctor/Bachelor of Public health with M&E background

•   Experience: Demonstrated track record in monitoring and evaluation, family planning, and reporting.

•   Experience with statistical software such as Stata preferred.

•   Languages: Fluency in oral and written Dari, Pashto, and English language

•   Computer proficiency  specifically strong Microsoft Excel skills

•   Delivering results in challenging environment



Deliverables:


DELIVERABLES   MEANS OF VERIFICATION

1.   Develop project implementation monitoring plan

   •   Availability of approved project monitoring plan

2.   Develop project data collection form for data generation, management and timely analysis and reporting   •   Availability of update data on project implementation and regular analysis and report 

3.   Regular Project record keeping and maintaining up to date documentation of all FP Accelerator project activities, supplies, distribution list   •   Availability of project records/ documents for further f/up with health facilities

4.   Compilation of monitoring reports and develop letters in Dari, Pashto and English whenever required.

   •   Availability of compiled reports from monitoring in regular basis and letters when needed

5.   Deliver monthly activity report and timesheet regularly to WHO signed by RMNCAH Director   •   Availability of approved monthly activity report signed by the RMNCAH Director

6.   Assists in organizing meetings, working groups, workshops and training activities.   •   Availability of the meetings minutes, WG and workshops reports 


•   Educations:


I.   Essential

Medical doctor/Bachelor of Public health with M&E background.


Desirable: Master’s degree in Public Health is a preference.


Experience:

Essential: 2 years in M&E, Demonstrated track record in monitoring and evaluation, family planning, and reporting.

Desirable: Experience with statistical software such as Stata preferred


Languages: Fluency in oral and written Dari and Pashto and English language.


IT Skills:

- specifically strong Microsoft Excel skills.
