The MIS Officer will be based in Kabul and will work under the direct supervision of MIS Manager and is responsible for Designing, and maintain new dynamic databases and custom applications for the SIKA-East Project. He/she is also required to develop web based dynamic systems and create custom reports to address the needs of the project.The MIS Officer will undertake a wide range of requirement gathering, analysis and web based database development tasks, including but not limited to those stipulated below:

Duties & Responsibilities


Assist in design of business systems/databases, considering \'back end\' data organization, \'front end\' accessibility and user needs

Write, develop or modify business systems/databases ensuring data, queries and reports can be captured, managed and maintained easily and accurately

Ensure data is clearly defined and remains consistent across the systems and databases

Oversee testing and implementation of new or modified systems/databases

Provide training, write documentation and user manuals, including data standards, procedures and definitions for the data dictionary (‘metadata’)

Ensure data security, storage; archiving, backup recovery procedures are functioning correctly

Monitor performance and control access permissions and privileges

Analyze and resolve problems relating to the availability and security of the server based databases as reported by users ensuring that normal service is restored to staff as soon as possible after a failure.

Any other duties as reasonably instructed by the manager

Common Duties:

Design and Develop Dynamic Databases
oAssess the project needs and design new dynamic databases
oEstablish policies and procedures for the management of data
oDevelop new web based custom applications

Implement new software and solutions
oPerform preliminary tests on new database projects
o Debug software issues for end-users


Train Staff on the Use of Databases and Custom Software
o Develop tutorials, identify online resources, design & deliver training workshops for staff and faculty
oDevelop software documentation and technical manuals for the newly develop systems
oResearch and recommend best practices for the new software implemented.
Common Duties

Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.

Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any vio-lations to appropriate SIKA-East authority, and participate in preventative initiatives.

Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logis-tics. Report any violations to appropriate SIKA authority.

Actively seek opportunities that will complement ability to fulfill position’s responsibili-ties as well as further professional development, such as taking part in internal and ex-ternal trainings and participating on relevant advisory boards.

Perform other duties as requested by supervisor.

Job Requirements


Bachelor’s degree in Computer Science or related field is required. BA degree can be substituted by additional 3 to 4 years of related experience.

At least 3 to 4 years of working experience with designing databases in INGOs, USAID or its funded projects or other organizations is preferred.

Experience working with SQL Server or My SQL is required.

Knowledge of Programming languages like VB.NET / C# / PHP / JavaScript is required.

Good understanding of Software Engineering, relational database theory and Database Management Systems is required.

Experience working in small development teams on data projects is strongly preferred.

Working knowledge of RAD tools like Script case, Tableau etc is preferred.

Ability to multi-task and adapt to changing requirements as needed is required.

Good working knowledge of English, strong presentation, communication and interpersonal skills are required.

However, should such an individual be offered a position, the offered salary may be at less than the minimum salary in the grade 7, 8 pay band.
