Médecins Sans Frontières (MSF) Doctors Without Borders) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters to populations in danger in more than 70 countries.
To supervise the provision of quality of care at outpatient and/or inpatient medical services according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiary’s health conditions.
The Medical Doctor Supervisor is responsible for ensuring the quality and safety of clinical care provided in her or his specialty area (including general medicine) and other technical areas when specialists are not available. S/he works in close collaboration with responsible nurse and non-senior doctors through provision of and support to clinical practice and services and oversight of an effective quality management and improvement system, according to MSF protocols, standards and procedures. This is a role that requires considerable field experience.
• Implement all the medical and IPC protocols, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality
• Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking
• Check and control the rational use of antibiotics and equipment under his/her responsibility and take care the quality
• Give regular feedback to the line or functional managers and report directly any issue or incidents
• At all times participate and support the clinical care of patients in the departments (physical exam, investigation, diagnosis and management) in order to ensure the quality of medical care provision
• In order to ensure the coverage of the human resources needs and maintain high standards of quality, organise and coordinate the activities of team supervised (week’s schedule, annual leave, absences, etc.)
• Manage and support the team under his/her direct responsibility in ER according to MSF HR policies and procedures, supervising their performance, ensuring the quality of care
• Enhance collaboration between the nursing supervisors and medical supervisor to improve the quality of care in the department
• Ensure handing over of the patients (critical and those who needs special consultations awaiting in Resuscitation and observation) during the shift
• Ensure the patient and/or his/her family and caretaker informed about the illness and provide appropriate explanations about the diagnosis, complications and treatment to follow.
• Directly participating in emergencies and on calls if necessary
• Ensuring privacy and confidentiality of patients
• Participate in monthly and weekly reports
As Senior Field Doctor:
• Performs as clinical consultant for other medical doctors, providing bed-side hands-on training when appropriate
• Functional supervision of the medical doctors in ER department in her or his speciality area providing clinical support. S/he supervises also other technical areas in the absence of corresponding specialists
• Supervision of the implementation of medical protocols, procedures and standards used in her/his specialty area, and other areas in the absence of corresponding specialists, ensuring that MSF clinical standards are adhered to at all time
• Liaises with technical referents where necessary to ensure delivery of patient care
• Lead morning ER round for those patients who have been waiting for admission and organize clinical sessions
• Provide technical coordination and inputs under PMR (CTL) lead for:
• Referrals of patients following agreed referral protocols
Leadership and training:
• Support PMR (CTL) in identifying training needs for all medical staff in core competences required for their area of practice in particular the ability to identify and escalate the management of acutely unwell and deteriorating patients.
• Provides on the job supportive training including spot checks and skills demonstration in her/his speciality area.
Monitoring and Evaluation:
• Upon request from PMR(CTL), supports that patients’ records, and clinic registers are completed according to MSF requirements.
• Upon request from PMR(CTL), support in the use of established reporting formats for data collection, analysis and report on daily weekly activities.
• Supports the Hospital Coordinator or Hospital Clinical Lead in doing the HMIS data analysis of different areas
Other:
• Support that all consultations with patients are in patient centered a dignified and appropriate manner in keeping with the Quality of Care standards and principles set out by MSF
• Act as focal point for patient and caregivers’ complaints and concerns and escalate as per MSF Patient Charter and Behaviour and Abuse escalation Policy. This task could be either done by ER MD expat or Hospital Clinical Lead when available.
• In close collaboration with MD Expat/Clinical team leader, support that systems in place to maintain patient confidentiality
Education Essential
• Medical Doctor Diploma
• Registered Doctor qualified from recognized centre with up to date license to practice.
• Licensed to work unsupervised in his or her specialty area.
• Specialization in one of: obstetrics and gynaecology, pediatrics, infectious diseases, internal medicine, family medicine, emergency medicine, general surgery. This includes equivalent post-graduate training qualifications from different countries
Desirable
• Masters in Public Health
Experience Essential
• Senior clinician with at least 4 years’ experience delivering health care in humanitarian settings
• Field experience is the most important requirement for this role and therefore this will stand in lieu of formal academic post-specialization qualifications (which will be considered as strong assets)
• Experience of supervising clinical staff in Hospital/in-patient facilities in humanitarian settings
Languages Strong communication skills, with good written and spoken English.

- THE STAFF WILL BE UNDER MSF CONTRACT. (40 HOURS PER WEEK)
