The MoPH has been launching GF-HSS funded Lab Project through the Central Public Health Lab (CPHL) under the Directorate of Diagnostic Services (DDS) to functionalize PCR, ELISA, Bacteriology culture and general laboratory services including TB culture and DST at regional/provincial levels laboratories, in compliance with national standards and support the national programs of TB, ANPASH and NMLCP.
The candidate of this position will be working under the provincial health directorate (PHD) in Herat regional reference lab with close collaboration GF-HSS lab project manager in Kabul. He/She will work project related activities which are necessary for the establishment of national lab network in the country.
Scope of Services:
The candidate will be part of the regional lab team that coordinate and provide technical support to GF-HSS lab project activities in regard to functionalizing of PCR, ELISA, Bacteriology culture and general part of lab services at the regional, provincial and peripheral level labs of western region.
Objective:
· This position has functional responsibility for PCR, ELISA and the Microbiology including general lab parts at the regional reference lab of Herat . He/She is also responsible for the development and growth of their Afghan team, maintaining internal and professional partnerships, and assisting with the development and implementation of local and regional quality improvement initiatives within their laboratory and for the greater benefit of all Lab Network in Afghanistan.
Responsibilities:
v Be able to run RT PCR tests for HBV, HCV, HIV and COVID-19 and provide bench work services at the regional reference lab of Herat;
v Perform General laboratory services for MDR-TB, HIV, and for other clients of the reference laboratory by using Microlab -300, Medonic M-32 and others;
v Assist and implement a region-wide laboratory trainings program for laboratory technicians (specifically focusing on laboratory diagnosis of TB, Malaria and the screening of blood for HIV and other blood-borne diseases) and harmonizing the program with HSS-GF lab team;
v Keep inventory and stock reports of the relevant department and assist the technical head in providing accurate data for stock and inventory reports, on monthly, quarterly and based on need;
v Adhere to Good Laboratory Practice (GLP) guidelines and CPHL laboratory rules and regulations;
v Work safely and carefully and be aware of bio-safety and bio-security concerns;
v Record all results accurately and ensure all computer-based files are saved and stored in a secure manner;
v Perform all QC/QA assurance procedures as required and keep accurate records of the lab results.
v Take part in lab training for the broadening of scope of work for Bacteriology or General lab section;
v Any other tasks relevant to the regional lab technical affairs requested by the CPHL director /WHO or UNDP team and GF lab project manager.
ü Bachelor degree in medical laboratory;
ü At least two years of working experience in the field of medical lab;
ü Knowledge, abilities & skills of using medical lab equipment/techniques
ü Proficiency in English language is a must
ü Good skill of computer in Microsoft Word, Excel and Power Point
ü Good team player
Deliverables:
ü Maintaining PCR, ELISA and Bacteriology units at the RRL of Herat;
ü Providing laboratory services for MDR-TB patients and others
ü Establish a well working environment with respected PHDs, Lab team, HSS-GF lab team in Kabul;
ü Mange regional lab activities: maintaining the functional units of Herat RRL together with existing team, based on agreed schedule approved by the PHD,
ü Follow the SOPs and Biosafety guideline requirement for quality services.
