Job Summary

Scope of Services

The MIS Development Specialist is expected to develop Digital Archive System for coveting hard Archive filing system into soft Archive system and orienting the related staff on running and administration of the system. He/She will report to the Director of LMIA under the General Directorate of Manpower and Labor Affairs Regulation and Program Coordinator of NSDP and having close coordination with NSDP MIS Unit.

Duties & Responsibilities

In general, the MIS Specialist will undertake the following tasks:

Evaluating records for preservation and retention - some may be fragile and need careful handling, repair or conservation;

Define data flow processes and propose the required resources for data inputs and design useful outputs.

arranging the acquisition and retrieval of records;

liaising with donors and depositors of archives, both internal and external to the organization;

preparing record-keeping systems and procedures for archival research and for the retention or destruction of records;

cataloguing collections and managing information and records;

responding to personal, telephone, email and written enquiries from members of the public and other users;

advising users on how best to access, use and interpret archives, often through internal training courses;

facilitating remote access by maintaining user-friendly, computer-aided search systems;

Plan and execute software development from popular platforms to support database requirements.

arranging exhibitions, talks and visits;

producing teaching materials;

facilitating training sessions on archival procedures;

identifying ways of protecting and preserving collections;

managing and supervising junior staff;

Maintain, administer and troubleshoot databases.

Make sure that the Web Reporting System is updated on regular basis;

Advising on the ongoing organization and storage of material in order to encourage organizations to plan for the future.

Work with the NSDP members, other MOLSAMD experts, and other stakeholders, under the guidance of the international experts.

Assist in compiling detailed specifications and tender materials for the new MIS system of the relevant Department. Assess and advise on options for implementation, including customization of off-shelf software, development of a system from scratch, etc. Assist with developing a short list of the potential vendors.

Ensure that the necessary backup procedures for all Archiving database are in place and regular backups are taken provide the system with in-code and technical documents as well as user manual.

Ensure that reports are produced precisely, timely and regularly. Also assist in the development of the monthly, quarterly, reports.

Participate with the other experts in finalizing recommendations according to a format acceptable to the NSDP.

Ensure the smooth functioning of Achieves Unit Web Application and send regular updates/patches and Postgre SQL commands to install new features, fix bugs and update data.

The Database Specialist will directly report to the MIS/Database Manager and work closely with NSDP M&E Department.
Deliverables:
a. Develop a complete archiving web secure system to work efficiently for its users with the dynamic reporting web system which will be accessible for MoLSAMD and orientating the related staff on administration of the system.
b. Developing technical specifications of the software utility (or utilities) to capture legacy records of the Archiving system and to train database officer in all aspects of programming coding.

Job Requirements

Qualifications

Bachelor’s degree in computer science or any other related fields.

5 years working experience in the field of MIS/web development, database development.

Extensive experience in data warehousing (Data management, Data Quality, data Collection and Data processing).

Extensive experience in the design, development and implementation of complex and distributed database systems;

Working knowledge of system analysis and design processes

Knowledge of Apache and IIS and other web servers;

Strong knowledge of web programming languages ( PHP, Java) and web development

Strong knowledge of RDBMS (MySQL, PostgreSQL)

Extensive experience in the design, development and implementation of complex database systems

Excellent organizational and interpersonal skills;

Must be self-starter with excellent demonstrated teamwork skills

Working knowledge of English, Pashto and Dari.
