Job Description
M&E Manager will develop Logical Framework and Monitoring and Evaluation Framework for the project and will develop monitoring and evaluation tools. He/she will also provide oversight to project planning, evaluation, knowledge management and monitoring. Further, he/she will identify performance indicators, develop quality assurance strategies, train project staff, and ensure all project aspects comply with institutional and donor requirements.
Key Purpose
Establishing Indicators: Establish and identify suitable specific, measurable and relevant indicators for the project activities.
Ensuring Compliance: Ensure project adheres to relevant legal regulations and organizational policies by means of conducting regular inspections visits to detect areas that violate the guidelines and initiate corrective measures.
Maintaining Partnerships: Maintain positive contact with the project implementing partners and stakeholders and enable all parties to share and access all knowledge and information.
1. Project M&E Management & Programme Quality
Lead all M&E initiatives for an assigned grant/project, including monitoring data quality, tracking the progress of activities, and informing staff capacity building initiatives.
Develop quantitative and qualitative tools and analysis frameworks for each of the programme interventions, including data collection instruments (e.g. survey questionnaires, focus group discussions, and key informant interviews), analyze plans and data entry spreadsheet. These tools shall allow for the tracking of the impact on beneficiaries, value for money and spillover effects.
Define and implement key project performance indicators (KPI) as well as monitor them throughout the duration of the projects.
Lead analysis and reporting of project data, including by strengthening the reporting functions of implementing partners, to provide clear feedback and statistics necessary for reporting and ensure the results feed meaningfully into project design and implementation plans.
Supervise data collection at the field level, by making sure that data collection teams are organized and resourced as needed, and that they deliver as per action plans and according to high-quality standards.
Perform field visits to ensure the quality of data collected by field employees and to verify the accuracy of reported data.
Analyze changes and patterns in KPI indicator data and performance reports in order to make recommendations to project staff.
Ensure that the donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
Support Project Manager in preparing monthly and quarterly reports on project progress based on M&E reports on project activities.
Participate in biannual/annual project reviews, planning workshops and capacity building workshops.
2. Managing Personnel
Supervise and manage M&E project staff to ensure effective monitoring and evaluation of the project, allocate duties to junior staffers and direct them to compile M&E progress reports.
Build the technical capacity of M&E team members and implementing partners on high-quality data collection, cleaning and analysis, and ensure specific knowledge sets around data collection, cleaning data analysis, database knowledge, focus group delivery and developing a program logic are embedded in the M&E team.
Coordinate and provide refresher M&E training for program staff as needed, with the support of the Women’s Empowerment Director.
3. Communication and Reporting
Provide feedback to the Director WEP on project strategies and activities; suggest strategies for improving the efficiency and effectiveness of the project by identifying bottlenecks, and develop plans to minimize or eliminate such bottlenecks.
Support Project Manager in reviewing donor reports to ensure high-quality reports are submitted on time for grant/program.
Assist in establishing log frames, M&E work plans, and targets during drafting donor project proposals.
Review and analyse weekly M&E reports to identify the causes of potential bottlenecks in project implementation and to enhance the quality of reporting.
4. Identify Problems or Risks
Identify any potential issues or risks that could affect the progression of the project.
Must communicate these items with the Director WEP, and work to identify potential solutions.
5. Communication
Maintain good communication with colleagues, implementing partners.
Checking that the M&E project staff understands tasks and is able to complete them on time, and alerting the Director WEP if they endanger the project.

Superior knowledge of designing M&E tools and systems (developing SOPs, log frame, M&E framework and project monitoring and tracking plans, etc.)
Data analysis and reporting skills
Demonstrated experience using monitoring and evaluation systems with donors.
Proven experience in managing multiple and competing tasks while maintaining the quality of deliverables within deadlines;
Demonstrated experience in developing Log Frame, Monitoring and Evaluation Framework and Project Implementation Plans.
PERSON SPECIFICATION
Qualification
A Bachelor or a Master’s degree is required in the relevant field, or equivalent combination of education and work experience in a relevant competency area, including statistics, international development, economics or another.
Experience
Minimum 7 years of experience working on monitoring, evaluation and learning for donor-funded projects.
Superior knowledge of designing M&E tools and systems (developing SOPs, log frame, M&E framework and project monitoring and tracking plans, etc.)
Data analysis and reporting skills
Demonstrated experience using monitoring and evaluation systems with donors.

Skills
Fluency in spoken and written English, Pashto and Dari languages is an essential requirement.
Documented quality report writing skills in the English language is essential.
Excellent computer skills, including MS Office and Excel, are required, use of other data entry and analysis software excel is appreciated.
