Monitoring and Evaluation (M&E) Officer will play a key role in provide advice and lead the overall M&E activities of CCAP in central and provincial level. M&E officer will work under direct supervision of Country Programme Manager (CPM), Knowledge Management Officer and with close coordination with CCAP National Overall Team Leader and will be responsible for:
Prepare and implement long, medium and short term work plans and indicator for CCAP monitoring;
Work with IDLG MIS and M&E team to ensure that staff are adequately trained to fulfil the CCAP MIS
and M&E related requirements;
Design and maintain a database for the orderly and accessible storage of data;
Develop monitoring and reporting tools as required by the program;
Prepare necessary M&E forms and formats to capture required data from the field;
Conduct regular field visits and ensure efficient flows of information from the field to Kabul head office;
Develop and deliver M&E training materials for field level staff and other program stakeholder staff;
Support IDLG team for developing reporting system in line with CCAP result framework and Operation
Manual.

EDUCATION
Advanced university degree (Masters or equivalent) in Economics, Public Policy, Human Settlements, Business Administration, Statistics, or related area. A first-level university degree in combination with a combination of two years professional experience and academic qualifications may be accepted in lieu of the advanced university degree.
WORK EXPERIENCE
At least five years of experience in a monitoring and evaluation. Experience in M&E and project implementation funded by aid agencies desirable. Prior experience with UN funds and programmes on various operational modalities is an added asset. Work experiences in Afghanistan and in the region would be an asset.
KNOWLEDGE AND SKILLS
Proficient in database management, Word, Excel, email, internet and preferably project management applications.

LANGUAGE SKILLS
Fluency in written and spoken English is required. Knowledge of another UN language and/or Dari/ Pashto would be an advantage.
International Travel (Home-Kabul):
For all international travel that are expected of the M&E officer, a returned air ticket on least-cost economy to Afghanistan, and visa fee will be paid only after completion of the mission and upon submission of Travel Claim form, copy of E-ticket, used boarding passes, visa receipt and other relevant travel documents. Three quotations from the reputable travel agents shall be submitted for UN-Habitat’s clearance prior to purchase of tickets.
Local Transportation:
For local travels that are expected of the M&E Officer, such as vehicle and flight arrangements to provinces will be covered by UN-Habitat.
Travel Advice/ Requirements:
The M&E Officer must abide by all UN security instructions. Upon arrival he/she must attend a security briefing provided by UNDSS. He/she should undertake Basic and Advanced Security Training as prescribed by UNDSS. Regular missions will be undertaken for which UNDSS authorisation must be sought.
Reporting Arrangements:
The M&E Officer shall report to the Country Programme Manager and Knowledge Management Officer and CCAP National Overall Team Leader in UN-Habitat Afghanistan under overall supervision of the Senior Human Settlements Officer based in UN-Habitat/ROAP.
