About PTCRO (Parniyan Training Center and Rehabilitation Organization)

Parniyan Training Centre and Rehabilitation Organization (PTCRO) is a non-governmental, non-political, and non-profit public welfare organization dedicated for the provision of relief humanitarian emergency assistance, development and reconstruction of Afghanistan.

PTCRO was founded in 2003 and formally registered with Afghanistan's Ministry of Economy on May 11, 2006. PTCRO has nearly two decades of experience in addressing both developmental and humanitarian needs across the country.

PTCRO is committed to responding to humanitarian crises, including drought mitigation and disaster prevention, with a strong emphasis on community development. The organization focuses on fostering economic resilience by creating employment opportunities and implementing income-generation initiatives tailored to empower youth, women, internally displaced persons (IDPs), returnees, host communities, and vulnerable rural populations.

By collaborating with grassroots organizations, local leaders, and international partners, PTCRO implements programs that are both culturally sensitive and impactful.

As a member of prominent coordination on humanitarian and development networks and associations, including UNDP, member of SHAPE TPP ACBAR and AWN, PTCRO has successfully implemented over 40 projects in various sectors such as managing construction projects, education, livelihoods, agriculture, child protection, health, WASH (Water, Sanitation, and Hygiene), emergency shelter, and non-food item projects. These initiatives have been executed across 24 provinces, demonstrating PTCRO’s extensive reach and impact.

PTCRO has collaborated with and received funding from esteemed partners, including USAID, UNICEF, UNDP, UN Women, UNOPS, UNFPA, IOM, Good Weave USA, and AWRC. Its track record of successfully delivering development and humanitarian projects, highlights its commitment to the people and the reconstruction of Afghanistan and its capacity to address the country’s urgent humanitarian needs effectively.

Job Summary

The Monitoring and Evaluation (M&E) Officer is responsible for designing, implementing, and managing a results-based monitoring and evaluation system to track the progress, effectiveness, and impact of programs and projects. The M&E Officer ensures that information is collected, analyzed, and used to improve project performance and inform decision-making.

Duties & Responsibilities

• Develop and implement M&E frameworks, tools, and processes aligned with project goals.
• Monitor project activities and outputs to ensure they meet the set objectives.
• Design and manage data collection tools (surveys, interviews, focus groups) and ensure high data quality.
• Analyze qualitative and quantitative data and prepare regular progress and evaluation reports.
• Support project teams with technical assistance and capacity-building in monitoring and evaluation practices.
• Develop and maintain project databases and ensure timely data entry and management.
• Coordinate evaluations, including baseline, mid-term, and end-line studies.
• Document lessons learned, best practices, success stories, and challenges.
• Ensure that monitoring data is shared with stakeholders and used for program improvement.
• Contribute to proposal writing, particularly in developing M&E plans and logical frameworks.
• Perform any other duties to assist with the running of the project at the request of the Program/project Manager or other senior staff.
• Any other task assigned by the project manager.

Job Requirements

·      Bachelor’s degree in Social Sciences, Development Studies, Statistics, Economics, or related fields (Master’s degree preferred).

·      Minimum of 5 years of relevant M&E experience in [construction, development, humanitarian, education, etc.] projects.

·      Excellent communication skills and experience in working with group of national and international staff with different diversity.

·      Experience with database management and statistical software (e.g., SPSS, STATA, Excel, and Kobo Toolbox).

·      Familiarity with donor reporting requirements (e.g., USAID, UN, and EU) is an advantage.

·      Fluency in English is required, while knowledge of Pashtu/Dari will be an asset

·      Strong organizational skills; ability to prioritize work. 

·      Ability to work under pressure and meet deadlines

·      Willingness to travel and work in the field.
