Job Summary

The United Nations Office for Project Services (UNOPS) in Afghanistan is responsible for implementing a number of projects on behalf of the Government of Afghanistan and the aid donor community. The Afghanistan Operation Centre (AGOC) has been set up as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the Implementing Agency/Consultant.

Since 2003 UNOPS has been implementing projects in the roads sector and supporting the capacity development of the Ministry of Public Works (MPW) and the Ministry of Rural Rehabilitation and Development (MRRD) throughout the country. The implementation strategy for the projects forming the UNOPS “Transport Sector Portfolio” aims to embed UNOPS national and international technical consultants alongside ministry counterparts in the implementation of projects to optimize the on-the-job training opportunities in all aspects of project implementation. Since its establishment in 2003 the UNOPS Transport Sector Portfolio has been made up of 15 separate projects funded from various donors; 5 of which are complete and the remaining are in various stages of project implementation.

The major contributor to the UNOPS Transport Sector Portfolio is the National Emergency Rural Access Project (NERAP) which is funded from the World Bank. In addition however there are several geographically targeted projects under the portfolio which are financed from bi-lateral donors. The bi-laterally funded projects represent an important growth sector within the Transport Sector Portfolio. At present, these include (a) the Musahi Valley Road project, and (b) the Rehabilitation of Maidan Shar to Bamyan Road (REMABAR), (c) Shindand Road Project which are implemented in partnership with MPW with funding from the Government of Italy, (d) the Support to Rural Access Development in Tirin Kot (RAD-TK) financed by AUSAID, the (e) Kandahar Road Project and Capacity Development project, (f) Chagcharan Road Project f which are currently funded by Government of Japan and are being implemented in partnership with MoPW, MRRD. However in addition, there are several other bi-lateral projects with MRRD and MPW in development.

In order to ensure the sound project and financial management of bi-laterally funded projects in the Transport Sector Portfolio and support the development of further projects in the portfolio, UNOPS is seeking qualified candidates for the position of field Monitoring Engineer for Shindand Road Project.

Duties & Responsibilities

The Monitoring Engineer is responsible for providing an appropriate level of technical assistance, supervision, quality control and mentoring to MRRD/MoPW Engineers (and local contractors) in contract management, technical supervision of works contracts in the provinces covered by the Region.

Specific responsibilities and duties include but are not limited to;


- Provide a detailed and accurate assessment of the BoQ.
- Assist in preparing BoQ and tender documentation in accordance to international standards.
- Review and provide advice on technical specifications to ensure adherence to different classes of roads standards.
- In collaboration with the Surveyor, advise on appropriate location for road constructions.
- Monitoring work of road construction and ensure that QA/QC Engineers are undertaking testing of road sub-grades and road construction materials in collaboration with the Regional Manager/Engineer;
- Review the existing practice by local contractors and conventional methodology of road construction; make recommendation for improvements;
- Review QA/QC site visit and materials testing reports to ensure sampling, testing and inspection of materials are carried out regularly and works are implemented in compliance with design specifications;
- Review and verify NERAP contractors’ temporary works design and check Form Work;
- Review and endorse Interim Payment Certificate for the works submitted by the contractor;
- Review and endorse design changes proposed by the QA/QC Engineers and NERAP/MPW Engineers;
- Provide technical advise and training to NERAP/MPW Engineers and local contractors in road design and construction techniques including good practices and troubleshooting methods;
- Monitor the implementation of the works by conducting site visits and provide guidance for improvement and good results;
- Mentoring and building the capacity of MPW Civil Servant Counterparts.
- Perform any other duty in line with these ToR’s as requested by the Head of TSP.

3. Monitoring and Progress Controls
- Weekly meeting with Regional Project Manager reporting on the progress and completion of works according to project requirements.
- Submission of monthly progress reports.
- Provision of field visit reports to Project Manager.
- MPW Civil Servant counterparts demonstrate an increase in technical expertise and skill.

4. Final Product

- Roads are constructed in adherence to different classes of roads standards and use of materials according to technical specifications in BoQ.

Job Requirements

B.Sc. in Civil Engineering.

b. Work Experience
- At least 2 years continuous experience as a Road Engineer or very similar position.
- At least 2 year experience in a large scale roads construction project.
- Previous experience working in a UN project.

c. Key Competencies
- Highly proficient in design software such as AutoCAD, CivilCAD and other structural design software.
- Working knowledge of MS Office packages, with advanced Excel skills
- Excellent English skills, both written and verbal. Fluent in Dari and Pashtu, both written and verbal.
- Demonstrated ability to training and build capacity of counterparts.
- Proven organizational, negotiation and problem solving skills.
- Is able to demonstrate attention to detail and patience.
- Ability to overcome challenges and work in difficult work environments/conditions.
- Be able and willing to travel to all provinces within Afghanistan, including insecure and volatile areas.

Highly proficient in design software such as AutoCAD, CivilCAD and other structural design software.
