AMP Project Description:

The Agriculture Marketing Program (AMP) is a three-year USAID-funded program that follows on the successes of the ten-year USAID Commercial Horticulture and Agricultural Marketing Program (CHAMP). The program works in 11 provinces of Afghanistan, focusing on increasing farm production and domestic sales through interventions aimed at farmers and agribusinesses. During the first two years of the program, AMP worked with leading Afghan processing and export firms to increase export volumes and values, introduce new agricultural products to the market, diversify export markets and increase value-added processing. In its final year of implementation, following the Taliban takeover, AMP pivoted to an approach addressing food security challenges precipitated by the challenging economic and humanitarian situation in Afghanistan. Objectives included increasing farm productivity and food security, facilitating domestic market linkages, adding value to, or prolonging the shelf life of agricultural products, and agribusiness strengthening and capacity building.

AMP works primarily with private sector agribusinesses, farmers and other USAID-funded agricultural programs. Specific attention is given to support the participation of women and youth in AMP activities.

Roots of Peace has recently received an eight-month extension to the program, until 30 September 30, 2023, which will largely continue pivot objectives, including orchard/vineyard establishment/improvement, vegetable/legume intercropping, product quality improvement, irrigation, cold chain development, food processing, and business strengthening.


Job Summary

The Monitoring, Evaluation, and Learning Officer is to cover MEL-related activities in the three targeted provinces (Paktya, Logar, and Paktika) and will be responsible for the regular data collection from the field, monitoring of the project activities, and reporting to the MEL Senior Specialist. S/he will assist the MEL Senior Specialist in ensuring that the performance monitoring plan is implemented and the progress toward indicator targets is reported to the AMP team as needed and to USAID as required. 

Duties & Responsibilities

The duties and responsibilities of the Monitoring, Evaluation, and Learning Officer include:

  •   Support the MEL Senior Specialist in the timely and effective implementation of Monitoring, Evaluation, and Learning activities of the AMP project in line with the MEL manual and work plan and the stated objectives of the project; 
  •     Collect all information relevant to key project indicators and outputs in a timely manner and ensure that all information collected is consistent with the information required for progress reporting and outcome monitoring;
  •    Undertake quality monitoring in the field, recording lessons learned and providing best practices by supporting the provision of on-the-job coaching of staff in the field office, implementing partners and local stakeholders;
  •    Assist in producing project monthly, quarterly, and other required reports. Ensure the M&E project data is accurate, timely, and adheres to program M&E standards.
  •   Provide inputs for regular updates of factsheets, bulletins, social media content, or human-interest stories based on the M&E data of the AMP project, backed by the visual evidence (photos and quotes), in close coordination with the MEL Specialist;
  •   Conduct regular field visits, and highlight the key observations and issues to the project with the intention to complete the information and report to MEL Senior Specialist.
  •    Undertake quality monitoring of project activities based on the quality benchmark and communicate with the team in case of any issue or shortcoming.
  •   Assist in designing and conducting surveys to measure improvements in agricultural technologies and practices in all intervention areas;
  •    Provide support to Environmental Specialist in monitoring and collecting data on project activities to ensure that the project is implemented following USAID and AMP environmental polices and regulations.
  •   Performing other tasks assigned by MEL Senior Specialist.

Job Requirements

Desired Education:


Bachelor’s degree required. Master's degree preferred.


Experience:


  •    Minimum 4 years of progressively responsible experience in MEL.
  •   Statistical analysis skills are preferred.
  •   International organization experience is preferred.
  •   Knowledge of USAID MEL systems including Afghan-Info and TraiNet is preferred. 
  •   Good communication and interpersonal skills.
  •   Willingness to travel to other areas of Afghanistan.
  •   Professional fluency in English with knowledge of Pashto and Dari.
  • Excellent written English skills.


Working Conditions including Travel:


During the work assignment, the Monitoring, Evaluation, and Learning Officer will cover (Logar, Paktya, and Paktika) provinces and may be required to occasionally travel to other provinces in Afghanistan.
