It is expected that all employees under the Asara agreement, particularly the MEAL Manager, help the firm to achieve its long-term goals of self-reliance and self-sustainability, through the seven thematic areas that the firm is planning to activate in a short time. The staff members shall individually and as a team contribute to the business development activities as well as aligning their activities and work towards successfully achieving the end goal of the firm.
Job Summary
The Manager will be managing the MEAL, the project’s mid-term and final evaluations, and assessment studies projects of the company. S/he will be mainly responsible for designing and implementing the relevant and mentioned projects. In addition, the Manager will oversee the work of surveyors to ensure that all deliverables are produced on time and of high quality.
S/he will analyze the collected data using the most updated technologies and developing the final reports along with the necessary annexes. The Research and Studies Manager will also be working under the direct supervision of the CEO with whom the Manager will be working on proposal writing, assisting with research design, editing and drafting research output, and reporting.
Duties & Responsibilities
The Monitoring, Evaluation, Accountability and Learning (MEAL) Manager will be responsible for the design coordination and implementation of the monitoring and evaluation research and learning framework of the Projects.
He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Projects.
The MEAL Manager will also play an important role in improving information management and data quality and in strengthening knowledge sharing and learning of the projects.
The MEAL Manager will assume responsibility for full-cycle monitoring and evaluation of the projects and developing appropriate methodologies and tools to design evaluations.
Duties & Responsibilities:
Develop implement and assess monitoring frameworks for all projects as well as for proposals
Develop the overall framework for projects M&E systems in collaboration with the clients including requirements reporting baseline and evaluation surveys; develop and monitor project management plan to systematically document performance
Facilitate the design of “SMART” objectives logic models monitoring frameworks and evaluation plans during the annual work-planning process
Ensure the alignment of M&E activities with projects goals
Contribute to the development of work plans to identify project targets and ensure inclusion of M&E activities
Develop databases and tracking tools as needed to demonstrate the effectiveness of project interventions
Ensure adherence to specific monitoring and reporting requirements
Ensure quality and timely submission of reports
Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data capture and document lessons learned
Provide technical leadership and support to projects and clients staff in planning and implementing M&E systems and activities data-based program decision-making and results reporting; provide training as needed
Support the development design and writing of proposals and concept notes for projects
Create and integrate graphics in reports and information products to help visualize data in a meaningful way
Edit content and presentation of all reporting and deliverables before submittal to ensure superior quality and professionalism
Support recruiting interviewing and training new M&E staff and/or consultants
Cultivate and strengthen relationships with local partner organization donors private sectors partners and national authorities
Job Requirements
At least a master’s degree in MEAL or research studies or business administration, social and political science, public policy or administration, or other relevant fields
Minimum of five years of professional experience in public and private sectors, CSOs, NGOs, and donors
Good experience with evaluations/studies/ researches in development projects
Approved competencies in monitoring and evaluation as well as database management
Good analytical skills and basic understanding of MIS/ databases
Capacity to produce high-quality briefs and reports in English Persian and Pashto
Fully proficient computer and communication skills
Working fluency in MS Office (including Word PowerPoint Excel)
Ability to work under pressure and with frequently changing priorities
Ability to work with minimal supervision and be self-motivated
Excellent communication skills in English and local official languages
Analytical organizational and management skills
Interpersonal and team-working skills
Ability to travel to provinces
