The Monitoring Officer will oversee the implementation of monitoring and evaluation strategies and requirements for ECHO food security project. The Monitoring Officer will report directly to the Project Manager. S/He will ensure a high level of program quality through performance monitoring, evaluation and reporting, and provide leadership and coordination in the development, dissemination and promotion of strategies, standards and tools.
• Develops and maintains the monitoring/evaluation system, oversees baseline assessments, and spearheads program documentation and the identification of best practices/lessons learned;
• Provide technical expertise including designing and conducting assessments, program design, start-up, phase-in, phase-out, communications, and reporting;
• Assist the team in preparing and implementing an integrated work plan, according to the needs of the projects and the activities;
• S/he will be responsible for developing reporting and evaluation processes for project performance management and ensuring program standards meet or exceed donor expectations;
• S/he will lead or participate in program development, facilitate assessments, surveys or evaluations as necessary for risk management, standards setting, policy formation and program development;
• S/he will also encourage and facilitate the documentation of best practices and lessons learned, directed toward multiple audiences, to influence policy formation, develop capacity and foster professionalism, and build/maintain relationships with external and internal partners in order to enhance their understanding of INTERSOS program standards and strategies;
• Ensure that evaluation recommendations in particular mid-term review recommendations, once approved, are communicated to the relevant officers for implementation, with suggestions for preparing an Implementation Plan and follow-up action for future programming.
• Degree in social sciences with in-depth experience in project monitoring and evaluation in an international NGO;
• Proven practical experience of humanitarian and development context analysis and programming, including cash transfer projects and monitoring systems;
• Good understanding of project cycle management including developing monitoring and evaluation framework;
• Proven experience of participatory program approaches, good analysis and report writing skills coupled with strong communication skills in written and spoken English;
• Previous field level experience desirable;
• A team player with good organizational skills;
• Willingness to travel extensively through region of responsibility, spending up to 100% of work time in the field, including in rural and remote areas, to ensure program activities reach intended beneficiaries.
