The Payments Automation and Integration of Salaries in Afghanistan (PAISA) Project has four components to the project, the first component being Biometric identification system for civil servants and pensioners. This component will support the biometric registration and issuance of a unique registration number (URN) to recipients of government salaries and transfers, which will be managed by NSIA. The second component is the integration of the identification, verification and payment systems. The component will focus on the integration of various systems playing different roles in the salary payments. process to achieve full-fledged straight-through processing (STP). This component includes two subcomponents: integration of public financial management infrastructure with digital ID and payments ecosystems, and integration of the national payment’s infrastructure with digital ID Infrastructure. The third component is the expansion of financial services and access points. This component aims to ensure that, with the shift to electronic payments, civil servants, including those hitherto paid by ‘bonded trustees’, and pensioners can either: (i) withdraw cash from their account from safe and convenient locations; or (ii) use their account balance to make cashless payments for goods and services. Finally, the fourth component is the project management. This component will be implemented by MoF and support the provision of resources to carry out the coordination, administrative, social and fiduciary aspects of the project.
About NSIA
The National Statistics and Information Authority (NSIA) was established in 1972 as an independent governmental administration to create an integrated scientific system for statistics, ensuring harmonization and coordination of all statistical activities and information management of Afghanistan. As a consequence of the expertise in biometric data collection and data management and based on the Presidential Decree 2855 from 11.03.2019, NSIA became the sole government entity responsible for collection and management of biomentric data. In February 2020, the responsibility for the electronic Tazkera was transferred from MCIT to NSIA, followed by the authorization to monitor and oversee the Information Systems development across all government agencies.
The Payments Automation and Integration of Salaries in Afghanistan (PAISA) Project is being implemented by the Ministry of Finance (MoF) and Da Afghanistan Bank (DAB) with funds from the International Development Association (IDA) of the World Bank Group and the Afghanistan Reconstruction Trust Fund (ART). The PAISA project aims to establish a government-wide comprehensive framework for digital payment of salaries of Civil Servants (CS). The approach consists of 3 components:
1.Establishing a biometric identification system for CS and pensioners, hosted and managed by NSIA, extensible to other recipients
2.Integrating the identification system with the CS verification and payment systems
3.Providing support and incentives for the expansion of financial access points
The PAISA project will concern salary payments only for civil servants (excluding the military or police), and pension payments. However, the infrastructure and delivery channels supported by PAISA will benefit all G2P payments if paid electronically.
The activities of NSIA in the scope of the PAISA project consist, amongst other, of the
·Establishment of a robust legal and regulatory framework including data protection to govern the proposed biometric ID system and underpin digital identification more broadly
·Updates to the current eNID infrastructure, including to support digital identity verification and authentication for G2P payments
·Enhancement of the overall technology platform's data security and privacy-by-design features, including secure data storage
The Monitoring Specialist will lead the M&E activities of NSIA in the scope of the PAISA project. Working closely with the PAISA project leadership and team in NSIA to ensure adequate quality indicators are defined and monitored and quality data concerning the progress of the project is provided to the stakeholders involved, amongst other, the Core Reform Implementation Team (CRIT), the body which oversees the implementation of the PAISA project. The Monitoring Specialist will be responsible for data analysis and defining the M&E plan for monitoring the project progress.
