Médecins Sans Frontières (MSF) Doctors Without Borders) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters to populations in danger in more than 70 countries.
1. Responsible for international staff follow-up from assigned OC’s in the mission.
2. For the organization of all movements in the mission, flight movements (Domestic and International) and road movements, for all international and national staff, both for MSF Afghanistan, and for Afghanistan IMS.
• Responsible for the movements of all IMS and LHS staff within the mission and outside the mission, including flights, road movements, etc.
• Supervises the Movement Officers to ensure all travel movements across the mission are coordinated and planned in accordance with the Mission policies.
• Ensure an efficient filing system (physical and electronic files) of all administrative files at Mission level, granting strict confidentiality of employees’ personal files and other administrative private documents upon request of HRCo, and ensuring preparedness in case of evacuation
• Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge re-quired and to improve people's capabilities
• Upon request of the HRCo (and in collaboration with the Head of Movement), maintain regular contact with ministries, national administrations etc to keep up to date with administrative practices.
IMS matching:
• Manage administrative processes for IMS of assigned OC's
• Responsible for all formalities related to movements for the MSF IMS (vacancy, communication with HQs and pro-jects, visa, PoL, LWE, leaves, briefings and debriefings, evaluation, EoM) of his/her assigned OC's
• Ensure that all IMS have valid Work Permit, Visa Renewal and Exit Visa process
• In close collaboration with HRCo ensure that all international and internal movements in the Mission are properly managed (visas, tickets, per diem when necessary, dates of arrival/departure, etc.), and ensures proper accommodation conditions (i.e. room, food, etc.) by informing all relevant people/departments
• Oversee the travel and files of all Staff arriving/departing the Mission, liaising with other members of the Movement Team to ensure all International Staff documentation are prepared (visas, MSF card, Mission Orders, etc.), and booking and purchasing plane tickets, keeping / renewing passports are done in a timely manner
• Know labour legislation in force in mission country for all aspects related to international staff management and national movements; keep her/himself informed of any amendment made in labour legislation by regularly checking legislation sources and/or regularly meeting with lawyer, other local authorities at this level
• Know all MSF policies, procedures, tools, standards and principles regarding international staff’ (working conditions, benefits and remuneration, job profiles and function grids, health coverage, etc.), adapts them to the Mission reality and ensures an equitable, efficient, transparent, fair and accountable implementation by all international staff throughout the mission
• Inform HRCo in case a legal risk is detected within her/his area of responsibilities and suggests actions to take in order to prevent it. Follow up employees’ claims and keeps HRCo informed.
• Give regular feedback to the line manager and report directly any issue or incident
• Perform hands on tasks as part of the team whenever required or needed in order to optimize the resources and to contribute with his/her knowledge and experience
• Participate in monthly reports according to guidelines.
Minimum Requirements
Education: Bachelor’s in business/ Administration/ Tourism or other related studies
Experience:
• At least three years in administration / travel management or related field
• Experience in MSF or other NGO in similar position desirable
• Experience with some platform like: Weedo, Ligo, etc will be an added value.
Languages: English Required; Dari/ Pashto essential.

Working hours
Full Time / Schedule: 176 hours per month - due to the nature of the position the candidate must be willing and capable to work sometimes outside regular office hours; Salary will be paid according to the MSF salary grid.
