Job Summary

اجرای وظایف ذیل را به عهده دارد

Duties & Responsibilities

· Conduct a rapid assessment of the energy sector in Afghanistan, identify the gaps, and developing economic-based manuals and guidelines to strengthen the Energy sector efficiency and effectiveness in the country;

 To advise and undertake the necessary activities for the preparation of performance reports for DABS;

· Conduct a literature/desk review of all relevant sector laws, regulations, studies, and reports relating to the energy sector in Afghanistan;

·Provide advice to DABS senior officials, including CEO, and CXO’s, on economic policies.

· Assist relevant directorates with the drafting and implementation of:

o Key Performance Indicators (KPIs)

o Strategic Plan

o Annual action plan

o Team and staff work plans.

· To provide technical assistance in the field of economic planning.

·To assist in carrying out the relevant technical work to follow up the implementation of the development plan;

·To advise on improvements of database and information system relating to econometric and statistical modeling of economic and social progress;

·To advise on and undertake the necessary activities for the preparation of the periodic economic reports.

·To respond to specific requests for reviewing development programs, projects and policies, and their economic and social implications, as well as to advise on institutional arrangements for their implementation.

·To provide on the job training on economic development to the DABS employees engaged in the planning process;

· Support the Section Head in preparing sectional budgets and work plans, and sectional contributions to the DABS Strategic plan;

Keeping track of all budget modifications with proper documentation and justification provided by the relevant sections.

Resolving contractual and commercial problems

Discovering areas that are not in keeping with regulation practices

· Development of financial plans including budgeting and forecasting for the short and long term

· Analyzing the business performance, including the profitability, revenue, and pricing

· Advising on budgets, expenses and pricing, and commercial arrangements

· Lead role in advising around pricing for commercial contracts

· Driving efficiencies to ensure contracts remain financially viable and delivered on budget

· Partnering with business managers to drive financial performance

·  Supporting the Commercial Directorate by analyzing commercial opportunities

·Preparing models to assess future profitability of identified opportunities

·Taking a lead role in solving commercial issues that may ariseTo undertake such other tasks as requested by the direct supervisor

Job Requirements

  • Minimum 7 years of specialized experience preferably with the Government, international donors, NGOs, or other organizations in the related field.
  • Bachelor’s degree in a relevant field such as BBA, Economics, or other related fields.
  • Master’s degree in a relevant field such as MBA, Economics, or other related fields.
  • Proven organizational skills, working with government departments and project teams;
  • Excellent Communication & Interpersonal Skills.
  • Ability to identify issues and areas for improvement through analysis
  • Exposure and conceptual understanding of contract law and pricing
  • Strong commercial acumen and business understanding
  • Ability to manage both internal and customer relationships
  • Excellent leadership qualities
