Scope of services: Health sector relevant departments in the country (central & provincial leave)
Objective: To strengthen HIV and AIDS in Afghanistan National AIDS Control Program Coordination and successful relevant strategy implementation.
Responsibilities: 1.Lead planning , designing and implementation of policies , strategies , guidelines and projects related to the National AIDS Control program
2.Coordinate the implementation of National AIDS Control Program in accordance with the national and international best practices , policies and guidelines .
3-Manage the NACP team including national officers, national advisors and consultants and supervise the NACP staff on daily basis to strengthen esprit de corps among team members .
4-Provide support and guidance to NGOs that implement NACP activities and ensure regular and effective monitoring of NGO contracts by NACP staff to realize the stewardship function of the MOPH related to HIV /AIDS activities in the country .
5- Support follow up and coordinate with HACCA ( HIV/AIDS coordination Committee for Afghanistan ) , CCM ( country coordination mechanism ) and other HIV/AIDS related coordination mechanisms .
6-To effectively coordinate and manage activities related to all the NACP projects.
7- Advocate for the program at all levels.
8- To effectively represent the NACP /MOPH at different forums.
9-To attract and effectively manage all financial resources for the National Aids Control program, .
10-Coordinate program activities with all partners and donors for an effective response to HIV and AIDS epidemic in the country .
11- Ensure training and capacity building at the national and provincial levels.
12- Facilitate and support research activities of the program including surveys and oversee the research projects .
13- Ensure effective monitoring and evaluation of program and ensure a strong effective reporting system .
14-Ensure efficient allocation of resources and keep himself /herself updated on the financial status of NACP.
15- Oversee the finance and procurement units of the NACP to ensure that the procurement and financial procedures are consistent with the government laws and procedures and in synergy with the donors .
16- Ensure regular monitoring of GFATM financed HIV / AIDS project through close coordination with both PHS (principal Recipients ) and SRs -Recipients ).
Qualifications and experience: - Having medical degree from a recognized university (conformed by MoHE of Afghanistan) and preferred to Master degree to MPH.
- At least 5 years of post-graduate working experiences management in public health at the government, or UN agencies or Non-governmental organizations
- Proven effective organizational and management skills.
- Excellent oral communication skills.
- Ability to work effectively in teams.
- Proven computer skills and fluency in Dari , Pashtu and English .
- Be able to travel inside or outside Afghanistan
Deliverables:
Achieved planning and implementation of policies, strategies, guidelines and projects related to the National AIDS Control program.
Achieved Advocate for the program at all levels.
Achieved successfully reporting about implementation of training and capacity building at the national and provincial levels according to the approved plan.
Achieved reporting and specify percentage of the regular supervision and positive change in responsible area.
