Remuneration:

The remuneration for the post of National Animal Health and Production Technical Advisor is between US$ 2,335 to US$ 2,723 (SB-4, Step 2 to 3) monthly based on the qualification and experience of the candidate.

The selected candidate will also receive 8.33% of monthly salary as pension benefit/coverage on a monthly basis.

Duties & Responsibilities

Under the overall supervision of the FAO Representative (FAOR) in Afghanistan, and under the direct supervision of the OSRO/AFG/402/JPN Chief Technical Advisor the incumbent will undertake and be responsible for the following tasks:


Undertake in close collaboration with the General Directorate of Animal Husbandry and Health a thorough review and assessment of the Veterinary Public Health responsibilities and current activities in Afghanistan with specific reference to: (i) food safety of products of animal origin and (ii) zoonotic diseases. The incumbent will also make use of the Performance of the Veterinary Services (PVS) carried out by the OIE in the recent past;

The assessment should be reported and organized in a document in accordance to the following chapters: (i) Situation analysis; (ii) Legal framework and empowerment of the veterinary services to address food safety and zoonotic diseases; (iii) Current prevention and control activities on food safety and zoonotic diseases; (iv) Current capacity and capabilities at laboratory level to address food safety and zoonotic disease;

Based on the above document formulate two draft project proposals for donor support;

Any other duty that the FAO Representation may request on Animal Health and Production topics; and

Any other duty that the FAO Representative requests on emergency and ad hoc tasks including field need assessment, reporting, meeting, and workshop related to area of works of FAO Representation in Afghanistan.

Key Performance Indicator:


An assessment report formulated according to the outlines indicated in task 2 to be completed and cleared by 31 October 2015;

Draft project proposals on the two topics to be addressed to be completed and cleared by 31 December 2015.

Job Requirements


Master’s degree in veterinary medicine with extensive and demonstrated national and international experience in veterinary Public Health in specific areas of: (i) food safety of products of animal origin and (ii) zoonotic diseases with minimum of five (5) years of experience

The candidate will have skills and experience in need assessment, project formulation and reporting.

Excellent writing and communication skills in English, Dari & Pashto

Very good skills in the use of office automation packages;

Fluency in English (the incumbent will have level C proficiency in English
need assessment, project formulation and reporting
