Project: OSRO/AFG/402/JPN (Building resilience and self-reliance of livestock keepers by improving control of Foot-and-Mouth Disease (FMD) and other Transboundary Animal Diseases (TADs)

Under the overall supervision of the Budget Holder/FAO Representative (FAOR) in Afghanistan, Within the framework of ECTAD under the general guidance of the FAO Chief Veterinary Officer (CVO) in headquarters the overall guidance of the International Chief Technical Advisor (CTA) the direct supervision of the National Project Coordinator and in close collaboration with the FAO concern staff the incumbent will be responsible for the following activities:
under the general supervision of the International Chief Technical Advisor and the direct supervision of the National Project Coordinator she/he will take direct responsibility for field implementation of project activities with specific reference to the vaccination component;
be responsible jointly with the other field officers to design awareness material and submit it to the approval of the National Project Coordinator and International Chief Technical Advisor;
be responsible for preparing the training modules to be delivered to district and field veterinarians and Para-veterinarians related to the implementation of the vaccination component of the project;
be the trainer for those activities mentioned above and included in the training modules with specific reference to those which will carried out in designated provinces;
ensure that the technical specifications for the procurement to be finalized for the laboratory component to be delivered at designated province (equipment diagnostic kits consumables etc.) is appropriate and consistent with project objectives;
ensure timely delivery of project inputs with specific reference to those addressing the vaccine and vaccine storage;
work in close collaboration with the other field officers to design serological surveys and post-vaccination monitoring surveys;
be directly responsible in close collaboration with the field officer (epidemiology component) to design field studies aimed at evaluating the efficacy and performances of animals subjected to the preventive vaccination programme;
monitor project activities ensure adherence to the work plan timeframe and make
recommendations to the National Project Coordinator for any required procedures and
changes to the project;
monitor expenditure;
provide to the National Project Coordinator proper project reports including six month and
terminal reports;
liaise closely with the filed officers to ensure that a good coordination mechanism is
maintained;
participate in regional training workshops as appropriate;
prepare annual work-plans for being submitted to the National Project Coordinator;
assist as appropriate national authorities in preparing national livestock disease control
strategic plans; and
undertake other related duties as required.
A veterinary degree with a demonstrated experience in field and laboratory activities;
The candidate will have sufficient experience in regulatory livestock disease control with
specific reference to large and small ruminants;
Excellent knowledge of English (Written and Spoken) and excellent command of national
languages (Dari and Pashto)
Ability to travel to provinces if required;
Strong competencies in operating computer packages
