REMUNERATION:
 The remuneration for the post of National Carbon Monitoring Expert is USD 1,947 (SB-4, Step 1) monthly based on the qualification and experience of the candidate.
 The selected candidate will also receive 8.33% of monthly salary as pension benefit/coverage on a monthly basis.

Duties & Responsibilities

The National Carbon Monitoring Consultant will be locally recruited and will report to and under the direct supervision of the National Project Manager (NPM) under the overall supervision of the FAO Representative in Afghanistan and in close collaboration and guidance of the International Carbon Monitoring Experts and Government Counterpart. The NCM will be responsible to provide input to the implementation of a carbon monitoring system within the local context. The National Carbon Monitoring Expert will perform the following task / duties;

 Assess baseline data and develop a carbon monitoring plan along with the project results-based framework;
 Prepare and present an updated portfolio and work plan on the carbon monitoring approaches in alignment with the developed biomass energy road map;
 Develop PCM data collection and management protocols/manuals, providing a step-by-step instruction to field data collection teams and local data managers.
 Collaborate closely with the International Carbon Monitoring Expert on the design and implementation of appropriate carbon data collection and monitoring technologies/systems in the selected regions in Afghanistan;
 Contribute to the review of existing SBES methodologies in Afghanistan for estimating energy effects, energy production and a reduction in GHG emissions;
 Prepare a list of indicators to monitor forest carbon;
 Ensure that the developed and implemented carbon monitoring systems are aligned and consistent at national level and make sure the quality of results;
 Provide input on carbon monitoring for the development of a SBES roadmap aligned with national policies and CBNRM principles;
 Contribute to the research, analysis, awareness raising and dissemination of the performance of piloted SBES through the biomass energy information system;
 Provide necessary local training for carbon data collection and monitoring system with local partner institutions for the project sustainability;
 Ensure, with the International Carbon Monitoring Expert and Technical Service Providers (TSPs), that FMCs undertake participatory mapping, periodic carbon monitoring and inventories of natural resources;

Job Requirements

 University degree in Environmental Sciences, Biology, Engineering, Natural Resources Management, Ecology or related field;
 At least five (05) years of field experience in GHG emissions inventories, lifecycle analysis, energy system analysis, or related field / experience;
 Familiarity with the institutions related to climate change, forestry, agriculture and renewable energy in Afghanistan;
 Excellent knowledge on carbon accounting and monitoring techniques and biomass energy;
 Experience working with local communities, particularly in the context of CBNRM;
 Strong interpersonal and communication, reporting and presentation skills;
 Work experience with UN and other international donors Is an advantage;
 Excellent knowledge of English and local languages, both spoken and written;
 Experience with using relevant office computers, especially MS Office (Windows, Word, Excel, PowerPoint, Outlook) and Internet;
