Job Summary

Project background:

The Federal Republic of Germany has made available funds to the project “Sustainable Energy Services for Education and Health in Afghanistan (SESEHA)” of UNDP through KfW, Germany’s State-owned Investment and Development Bank. The key objective of the project SESEHA is the adoption of renewable energy and energy efficiency measures in public facilities (primarily in health and education sectors) for the sustained delivery of essential services for basic human needs in Afghanistan. This proposed project will contribute to better energy access and enable improvements in basic energy supply services in the stated sectors.


The project is aligned with UNDP’s signature solution on Energy and is further conceptualized in the priority area of sustained essential services of the UN’s Strategic Framework for Afghanistan 2023-2025 that directly contributes to the two outcomes: Outcome 1: By the end of 2025, more people in Afghanistan, particularly the most vulnerable and marginalized, including women and girls have their basic human needs progressively met through the sustained delivery of essential services. Outcome 2: By the end of 2025, people in Afghanistan, especially women, youth, and other marginalized groups, and those at risk of being left behind benefit from a more equitable, inclusive, sustainable, and resilient employment-rich economy and shared economic opportunities with enhanced productive capacities for improved livelihoods and decent work.


Background and Objective of the assignment:


The overall objective of this assignment is to recruit a national consultant for the SESEHA project to support data collection and analysis for the mid-term review (MTR). The consultant/evaluation team member will be mainly responsible for conducting field visits to gather data from all project beneficiaries and reviewing project-related documents to prepare the inception report. This work will be performed under the guidance and supervision of the Evaluation Team Lead (International Consultant) and in close coordination with SESEHA team members and PMSU staff.


Duties & Responsibilities

Scope of work: 

The National Consultant will undertake the following to ensure a successful mid-term review of the SESEHA project:

• Perform a comprehensive evaluation: Conduct an in-depth analysis of the project’s implementation, measuring its performance against the established indicators and targets, as well as financial performance.

• Develop a methodology, which shall be adjusted based on the desk review of the project related documents. The final MTE approach and methodology can be presented as a part of the Inception Report.

• The MTE Inception report should include the MTE Matrix. The matrix should include key MTE criteria, indicators, questions, and sub-questions to capture project progress, impact, and assess them.

• All relevant materials and documents should be examined comprehensively to ensure a full understanding of the project’s scope, context, and requirements.

• The inception report should include a proposed schedule of tasks, activities, and deliverables, building on what has been provisionally proposed in this ToR.

• Preparation of sample size: To determine the sample size, a total of 420 educational and health facilities, including primary, secondary, and high schools as well as BHCs, SHCs, CHCs, provincial, and district hospitals, should be considered. Special attention must be given to gender diversity and inclusion. Since the population being studied is heterogeneous and comprises several distinct sub-populations with known or presumed variations, it is advisable to employ a stratified random sampling approach. This method ensures that samples are drawn separately from each sub-population.

• Conduct physical site visits as agreed with the Project and Programme Team based on the selected sample.

• Data collection on the agreed questionnaire with UNDP.

• The process should adhere to the highest standards of ethics, including confidentiality, integrity, and respect for stakeholders, in line with the OECD Ethical Guidelines for Evaluation.

• The workplan should provide a clear timeline of how each MTR step will be undertaken. The consultant (national) is required to provide a clear interview and/or focus group discussion scheduled online, as this will require coordination support from the SESEHA project team at Kabul. The SESEHA project MTR methodology should provide a specific assessment framework, covering both quantitative and qualitative dimensions, with a detailed list of required SESEHA project implementing partners who need to be interviewed in the MTR process. A simple SESEHA project implementing partners analysis for conducting interviews and MTR can be conducted.


Institutional arrangement: The national consultant will be mainly responsible for conducting field visits to gather data from all project beneficiaries and reviewing project-related documents to prepare the inception report. This work will be performed under the guidance and supervision of the Evaluation Team Lead (International Consultant) and in close coordination with SESEHA team members and PMSU staff.


Payment: Monthly basis


Duration of the assignment: 3 months (15 August to 15 November 2025)


Duty station: Kabul city, Afghanistan.


Travel Cost and DSA: The salary is inclusive of telecommunication, DSA and Travel expenses.


Job Requirements

Experience and Skills:

A minimum of a bachelor’s degree or equivalent in International/Development Studies, Social Sciences, Economics, or any other related discipline.


Experience and Skills:

• At least 7 years of professional experience in the provision of monitoring and evaluation and programme evaluation experience in basic services, livelihood, social cohesion and development programmes in developing countries. Evaluation experience in Afghanistan is an advantage.

• Excellent evaluation skills, quantitative and qualitative data analysis and proven capacity to effectively analyze, and present data/information.

• Experience in the result-based management, evaluation methodologies and programme/project monitoring approaches with development partners.

• Evaluation experience with UNDP is highly desired.

• Sound understanding of the UN system and of UNDP’s mandate and role.

Language Requirements:

Fluency in English, Dari/Persian, and Pashto is required.
