REMUNERATION:
 The remuneration for the post of National Consultant, Biodiversity and Forestry Specialist is between USD 150 to USD 180 Per Working Day based on the qualification and experience of the candidate.

Duties & Responsibilities

Under the overall supervision of the FAO Representative in Afghanistan, the technical guidance of the International Sustainable Land and Forest Management Specialist, and administrative supervision of the National Project Manager (NPM) and FAO Country Office in Afghanistan in close collaboration with the PPG team members and national project counterpart, the National Biodiversity and Forestry Specialist (NBFS) will be responsible for providing in-depth country knowledge for the subject as well as service in the field. The expert will provide technical inputs for the project’s Component 1: Capacity building at national, sub-national and district levels for SLM/SFM, Component 2: Biodiversity conservation and carbon sequestration in forest landscapes, and 4: Knowledge management and M&E. The collected information will be used to develop a full-fledged FAO-GEF Project Document with supplementary documents to be The expert will provide required national information to the project design process in a timely manner, including joint technical report, stakeholder analyses and national stocktaking and national capacity needs assessment inputs. The detailed work plan and deliverable will be finalized and agreed with international expert and PPG team members. The required documents will be formulated based on face-to-face consultations with project proponents and stakeholders in the country; virtual communication with internal expert and FAO Country Office; and literature reviews and analysis as necessary to make the project concept feasible in the country.
Along with the PPG Activities described in this document, the national expert will perform following task / duties:

 Prepare a work plan for deliverable with International Sustainable Land and Forest Management Specialist and other PPG team members;
 Assist and conduct local missions, and submit mission reports;
 Collect and review existing data in depth and gather information through consultations and discussions with key stakeholders for Component 2;
 Conduct jointly national stakeholder mapping and assessment with other PPG experts;
 Finalize multi-stakeholder assessment and capacity needs report for Component 2;
 Assist in preparing the section of Stakeholder Assessment Report for Component 1 and 4;
 Finalize Technical Report for Component 2;
 Assist other national experts and the National Coordinator, and the International experts in finalizing the coherent description of all project components by providing required national data, information and assessments;
 Calculate GHG emissions reductions from the project using the EX-ACT tool and provide technical backstopping;
 In close work with international experts, collect, review and provide all required data and indicators of GEF Tracking Tool for the Global Environment Benefits (GEB) of this project, which will be submitted jointly with the FAO-GEF project document and the CEO Endorsement Template for the GEF CEO Endorsement;
 Identify possible co-financing sources from national partners/donors and assist obtaining of co-financing letters;
 Conduct any other tasks, as required;

The consultant should submit to the International Sustainable Land and Forest Management Specialist, National Coordinator and FAO Afghanistan Office :

 Final multi-stakeholder assessment and capacity needs report for Component 2;
 Final Technical Report for Component 2;
 Technical documents for knowledge management strategy document (Component 4);
 Technical documents for National Resource Centre and M&E system (Component 4);
 Input documents for the Technical Reports for project’s Component 1 and 4 including all supporting information for the full-sized GEF project document agreed with International Project Design Specialist and National Coordinator;
 Any further documents, if required;

Job Requirements

 Advanced university Degree in Forestry, Environmental Sciences, Agriculture, Engineering or related disciplines;
 At least 12 years of field experience in biodiversity conservation and forest restoration/establishment;
 Extent and relevance of experience in Greenhouse Gas (GHG) emissions analysis and calculation in AFOLU sector desirable; in Agriculture, Forestry and Other Land Use (AFOLU) sector; for climate change mitigation/adaptation;
 Good planning skills of forest resources management and operation, local knowledge, community involvement;
 Experience in GEF projects will be considered as an asset;
 Proven ability to write technical documents and reports;
 Teamwork, results-focus, communication and adaptation skills;
 Knowledge/Experience of FAO or UN working procedures would be of preference;
 Working knowledge of English and local language(s);
 Experience with using relevant office computers, especially MS Office (Windows, Word, Excel, Outlook) and Internet
