Job Summary

Work as a member of a team of International Key Experts [KE] and National Non-Key Experts [NKE] of the Human Resources Firm (HRF) in advising CBR Project Implementation Unit regarding recruitment of Civil Servants funded under the Capacity Building for Results (CBR) Facility


Reports to:
This position reports to the assigned International Key Expert(s).

Contract Type: Up to 30th June 2018, possibility of extension
Salary Range: Attractive salary package will be available to the selected candidates.

Duties & Responsibilities

1. Assist the assigned International Key Expert(s), using the approved CBR procedures and checklist for recruitment, in the quality assurance of the recruitment process for Grade 1 to 4 civil servant positions, to be funded by CBR, to ensure all processes and documents are correct.
2. Attend as Observer recruitment events such as shortlisting, written tests and interviews undertaken by Line Ministries and other government bodies, and report on the quality of the process to Project management.
3. Prepare recruitment quality assurance reports (RQA) as per the agreed HRF procedure ensuring filing and statistics are kept up to date.
4. Act as oral language interpreter for international staff, when needed.
5. Assist in the review and advising on whether proposed recruitment systems and processes are in accordance with the Civil Servants Law and Regulations.
6. Work closely with, and transfer knowledge to, counterpart staff.
7. Any other duties as required by the assigned KEs, in cooperation with CBR management, in line with project objectives.

Job Requirements

Qualification:

A Bachelor’s degree in Human Resource Management, Public Administration, Political Science, law or related field, or 5 years’ relevant experience of human resources consultancy and advising.

Experience:


At least 2 years’ experience of working with an international consultancy firm.

Previous experience of the CBR project and recruitment procedures will be an advantage

Two years’ experience of recruitment processes of civil servants
Abilities & Skills:


Thorough knowledge and understanding of the Civil Servants Law.

Demonstrated communication and relationship building skill at the highest government levels.

Competent user of MS Office including Word, Excel, and PowerPoint.

Supervision:

This position has no supervisory responsibilities.

Results Expected:


Reporting Observations and Recommendations to the assigned KE, as to the acceptability of the conduct of the recruitment process as compared with the approved CBR Recruitment Procedure.

Draft recruitment quality assurance reports (RQA) and other HR firm documents attesting to having undertaken checking and assessment of recruitment documentation supplied by CBR/LMs/Agencies.
