REMUNERATION:
 The remuneration/fee for the post of National Consultant-Policy Analysis and Capacity Building is between USD 150 to USD 180 per working day.

Organization Settings:
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

FAO assistance in Afghanistan is centered on six priority areas of support agreed with the Government: Fostering agricultural productive capacity; Improved water resource and irrigation management; Formulation and implementation of effective agricultural policies; Improved natural resource management, through sustainable environmental management; Food and nutrition security and enhanced institutional capacities to address issues regarding food safety and quality; Capacity development for emergency management.

Main Purpose:
FAO is looking for qualified national staff to support the work of the Food and Nutrition Security Impact, Resilience, Sustainability and Transformation (FIRST) – FAO and EU Partnership Policy Facility in Afghanistan. Food and Nutrition Security Impact, Resilience, Sustainability and Transformation (FIRST) is a FAO and the European Union partnership programme with the purpose of providing a policy assistance mechanism for improved food security and nutrition and sustainable agriculture. FIRST is designed to strengthen the enabling environment for food security and nutrition and sustainable agriculture in a number of selected priority countries.

FIRST is embedded within the FAO's programme management and coordination structure. It contribute directly to the food security, nutrition and sustainable agriculture policy and governance related results envisioned under FAO Strategic Objectives 1 and 2. The number of countries (about 61) have identified Food and Nutrition Security and Sustainable Agriculture (FNSSA) as a priority sector contributing to sectoral and cross-sectoral policy, investment and programme frameworks with a commitment to improve diets and raising levels of nutrition, while improving the status of women, children, and poor and vulnerable population groups.

Reporting Lines / Supervision Received/Exercised:
The National Consultant-Policy Analysis and Capacity Building (FIRST) will work under the overall supervision of the FAO Representative (FAOR) and the direct technical supervision of the Policy Officer – FIRST in Afghanistan.

Working Relationship:
The National Consultant-Policy Analysis and Capacity Building (FIRST) works closely with the FAO project and Representation and, in close coordination and consultation with the Ministry of Agriculture, Irrigation and Livestock (MAIL), Afghanistan Food and Nutrition Security Technical Secretariat (AFSeN) and counterpart authorities to carry out the following tasks;

Impact of Work:
Assist the Policy Officer – FIRST in providing operational support for results-based policy assistance, governance, capacity development and facilitates policy dialogue around food security, nutrition and sustainable agriculture.

Duties & Responsibilities

Key Functions/Results:
 Assist the FIRST-Programme in strategic partnership, best practices, and policy dialogue support of enhanced policies and governance for food, nutrition security and sustainable agriculture;
 Support FIRST Programme and Government Departments in capacity building plans and activities in relation to the provision of technical advice and assistance and oversees the development of the related material;
 Assist in coordinating the meetings, workshop/training with MAIL and other relevant stakeholders;
 Prepare guidelines for the selection of beneficiaries for training and analysis workshops and prepare the follow up plan for monitoring and replication of the same at respective provincial, regional and national level;
 Keep record of all updates/new developments on/related to policy issues on food security, nutrition and sustainable agriculture;
 Assist in stocktaking exercise of existing policies in food security, nutrition and sustainable agriculture, conducts need assessment exercise, analyses existing policies, and advise a set of recommendations to address the gaps;
 Support the integration of cross-cutting issues (food security, nutrition, sustainable agriculture, livestock etc.) in policy support;
 Communicate food security issues effectively within the development partners, government and the public domain;
 Ensure existing and future development Programme address the emergency food security and livelihoods responses and is linked with to avoid gaps and maximize impact;
 Assist in identification of the needs of short-term technical experts, prepares Terms of References;
 Contribute to the progress and final reports as per FAO standards;
 Any other task as directed by FAOR.

Expected outputs:
 Plan the TNA of MAIL staff on Food Security and Nutrition
 Assist in organizing the cross-country Training on - Conceptualizing Drivers of Policy Change in Agriculture, Nutrition, and Food Security - The Kaleidoscope Model
 Assist in organizing the cross-country learning visit of AFSeN
 Strategic analysis of the Action plan of CNADPP (2016-2020)

Job Requirements

Education:
 Advanced university degree in a relevant subject (e.g. development studies, agriculture, agriculture economics, food security, nutrition or closely related field;

Work Experience:
 At least five (05) years of relevant work experience, policy formulation, policy assistance, implementation, analysis, review and advice related to food and nutrition security and sustainable agriculture
 Experience in project design, management and implementation;
 Excellent interpersonal communications and coordination skills, and proven ability to work constructively with a variety of stake holders to achieve common goals;
 Excellent report writing skills
 Previous work experience with UN and government is an advantage;

Other Desirable Skills:
 Good understanding and Familiarity with UN development/ humanitarian program and working methods, particularly with FAO policies, financial and budget, administration and programming procedures is an asset.
 Good computer skills with extensive experience in word processing, spreadsheets, and other software application
 Good knowledge of protocol, good judgment and initiative;
 Good knowledge of corporate information systems

Language Skills:
 Excellent knowledge of English and local languages, both spoken and written skills.
