The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network (AKDN), a group of international, private, non-denominational development agencies working to improve living conditions and opportunities for people in some of the poorest parts of the developing world. The Aga Khan Foundation (AKF) is a non-denominational international development agency established in 1967 by His Highness the Aga Khan. Its mission is to develop and promote creative solutions to problems that impede social development, primarily in Asia and East Africa. Created as a private, non-profit foundation under Swiss law, it has branches and independent affiliates in 19 countries.
AKF seeks to provide sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill health. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health.
The national Coordinator EPI/PEI will be member of AKF health technical team responsible for coordination, implementation, supervision, and technical support of EPI related projects/intervention at AKF level. The primary objective of the position is to ensure smooth implementation of EPI related activities, achieving targets and maintain regular communication with the MoPH, UNICEF and other stakeholders at national and provincial level through attending meetings, conducting joint monitoring visits, and reporting.
• Responsible for overall management, implementation and technical support of EPI related activities and polio eradication initiative at AKF department level.
• Lead EPI related meetings, discussions, and communications at AKF health department level.
• Maintain good and effective relationship with MoPH/National EPI, PEMT/REMTs, UNICEF, WHO local BPHS implementers and EPI donors through regular communication, reporting and attending meetings and workshops.
• Review project related EPI reports, provide feedback and ensure good quality and timely submission to MOPH/donor.
• Conduct regular monitoring visits in all targeted provinces to ensure implementation of projects aligned with projects action plan, achieve set targets and to reflect success and overlaps of the project implementation.
• Provide regular feedback to regional EPI staff based on the supervision/monitoring findings, project report analysis and project level targets/performance indicators progress reports.
• Lead/facilitate EPI services to ensure full coverage of immunization in all program areas level with focus on white/underserved areas in close coordination with AKF team and BPHS implementers.
• Lead/facilitate polio campaigns at program area level in close coordination with WHO, UNICEF and BPHS implementers through provision of technical and logistical support.
• Facilitate/contribute in EPI initial and refresher trainings to EPI staff/vaccinators.
• Provide continuous capacity building/on the job training to EPI staff/vaccinators for safe administration of vaccines aligned with national EPI guidelines/protocols.
• Responsible to conduct field visits for EPI data quality assurance and further verification of collected data, to produce high quality monitoring report and share with the health management team.
• Ensure supply of vaccines to the EPI teams in close coordination with UNICEF and PEMT/REMTS.
• Ensure proper vaccine storage (proper temperature/conditions) and maintaining record of storage in close coordination with EPI management team.
• To ensure that vaccine related health education is provided by all vaccinators in service delivery points through regular visits and on the job trainings.
• Conduct regular visits and ensure implementation of infection prevention and waste management and control guidelines in all EPI service delivery points.
• Conduct regular project review meetings with regional staff in close coordination with national project coordination and M&E/MIS team.
• Ensure proper filing system for EPI projects, contracts, reports, documents in soft and hard.
• To carry out the responsibilities of the role in a way which reflects AKF’s commitment to protecting children, vulnerable groups, disabled in accordance with the Child Safeguarding Policy and other relevant policies.
OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
• Contribute to program development/proposal writing efforts relevant to EPI at department level.
DECISION-MAKING & AUTHORITY
• EPI related technical and operational support.
• University/College level graduate certificate.
• Graduates from health science(public health, nursing etc) will be preferred.
• At least 5 years EPI specific experience in higher or mid-level positions in the country(Afghanistan) plus 3-5 years’ experience in BPHS/EPHS.
• Experience of facilitating EPI trainings will be preferred.
• Experience in lead/facilitation of Polio eradication initiative will be an advantage.
• Good reporting/Communication Skills.
