Remuneration:
The remuneration for the post of National Environmental Officer is between US$1,623 to US$1,775 monthly based on the qualification and experience of the candidate.
Under the overall supervision of the FAO Representative (FAOR), direct supervision of the Chief Technical Engineer/Team Leader (CTE/TL) and National Project Coordinator, in close cooperation with the counterpart MEW (Ministry of Energy & Water) authorities/staff, other TAT (Technical Assistant Team) project staff, the candidate will be responsible for all project activities related to environment services to be provided within the framework of the IRDP (Irrigation Restoration and Development Project). He/she will specifically have the following responsibilities:
General Responsibilities:
Coordinate all environmental activities throughout the sub project cycle from conceptualization to operation and maintenance;
Monitor ESMP (Environment and Social Management Plan) implementation across all stages of sub project implementation. Liaise closely with FAO National Social/Gender Officer and PCU (Project Coordination Unit) NESS (National Environmental and Social Specialist) in guiding/supporting Regional Social and Environmental staff in monitoring and reporting implementation of environmental management plans.
Specific Responsibilities:
Ensure that all regional environmental staff are familiar with the procedures and steps detailed in the IRDP operational manual so that all relevant environmental issues are addressed in the preparation, implementation, monitoring and evaluation of sub project proposals;
Ensure that sub projects are consistent in their approaches to environmental issues and fully in compliance with ESMF (Environment & Social Management Framework) requirements in all stages of sub project development;
Identify appropriate international and national environmental expertise as required;
Together with the FAO National Social and Gender Officer and PCU National ESSS (Environment & Social Safeguard Specialist), review adequacy of (a) the sub project ESMP preparation process to ensure that it complies with the approved project operational manual; (b) the content of final ESMPs to ensure that it complies with all the requirements of the ESMF; and (c) subsequent progress reports on the ESMP implementation;
Coordinate environmental commitments and initiatives with relevant government agencies including the Afghanistan Land Authority and National Environmental Protection Agency (NEPA);
In close liaison with FAO National Social/Gender Officer, develop safeguards reporting formats and maintain environmental and social records on established formats;
Advise, coordinate and support the regional teams in carrying out environmental surveys for all sub projects;
Take the lead in follow up to expedite environmental clearances;
In close liaison with the FAO National Social/Gender officer, organize and conduct training of regional staff on environmental issues and the development and implementation of environmental management plans;
In close liaison with national ESS, organize and conduct various trainings of regional staff, local government staff, CDCs (Community Development Councils), mirabs and farmers on environmental issues and implementation of environment management plans;
Assess impact of trainings conducted and prepare a report highlighting future course of actions. Take responsibility for following up on recommendations from the various training courses for regional staff with environmental responsibilities;
In coordination with the FAO National Social/Gender Officer and PCU National ESS, conduct training of regional staff including those in other departments in MEW to familiarize them with the ESMF documents, including the Resettlement Policy Framework;
Develop, in liaison with the FAO National Social/Gender Officer and regional environment and social staff, appropriate safeguards reporting formats and adjust to reflect programme requirements as necessary;
In close liaison with the FAO National Social/Gender Officer and PCU National ESS Specialist coordinate with, and receive feedback from, the Independent Third Party Monitoring Agency;
Guide in the implementation of all social/environmental training plans at PCU, regional, IWAs (International Water Association) and CDC levels.
Review in coordination with the PCU counterpart the EIA/SIA (Environment Impact Assessment / Social Impact Assessment) reports including the ESMP prepared by the independent consultants and/ or the regional environmental and social team. Review the Resettlement Action Plans (RAPs) prepared by the consultant;
Assist the project in coordination with the PCU counterpart in reporting to MEW, World Bank and NEPA (National Environment Protection Agency) on status of ESMP implementation;
Carry out other tasks at the request of the FAO team leader.
BSc. degree in environmental science or equivalent qualification;
At least ten years of relevant national experience;
Working knowledge of English and good command of national languages Dari/Pashto required.
