Remuneration:

The remuneration for the post of National Food Security Officer is between US$ 1,623 to US$ 2,006 monthly (equivalent to NO-B Grade, Step 1 – Step 6 of FAO Service Contract Scale) based on the qualification and experience of the candidate.

Background:

FAO is looking for a qualified national staff to support the work of the Food Security and Agriculture Cluster (FSAC), as a Food Security Officer directly working for the Integrated Food Security Phase Classification (IPC) in Afghanistan. The above work will be undertaken with a view to better informing humanitarian response in the food security and agriculture sectors, through direct support of FSAC in Afghanistan, which is co-led by FAO, WFP and Islamic Relief.

Duties & Responsibilities

The incumbent will work under the overall supervision of the FAO Representative (FAOR) in the country, technical supervision of the Food Security and Agricultural Cluster (FSAC) and under the direct supervision of the IPC Manager. The incumbent will, in particular, undertake the following activities:


Support the establishment, development and monitoring of the IPC Technical Working Groups under the guidance of the IPC Manager;

Provide secretariat services to the IPC Technical Working Groups at various levels:
 Follow up on invitations to stakeholder for meetings and workshops;
 Assist in organizing internal meetings, and workshops;
 Assist in regional IPC trainings, workshops and liaison with all stakeholders;
 Assist in maintaining and updating data inventory;
 Assist in collecting, compiling and retrieving food security information as needed and directed;
 Assist in developing data presentation (graphs, tables…etc);
 Work on the reports regarding regional IPCs process and lessons learned;
 Perform basic filing, copying, typing, data entry, and word processing duties.

Assist in ensuring the R/ TWG (Regional Technical Working Groups) capacity to use IPC Tools and to develop high quality food security situation analysis using data available in the country from seasonal food security assessment, Food Security Information Systems, Early Warning Systems, livelihood zone baselines, marketing information, remote sensing and other relevant sources;

Participate in trainings at regional as well as national IPC analysts;

Develop presentation/training materials and reports as requested by IPC Manager;

Produce regular FS bulletins with other partners to be disseminated through appropriate channels;

Communicate food security issues effectively within the humanitarian community, government and the public domain;

Act as the IPC liaison person with government institutions and (I)NGOs;

Liaise with field partners for any information needs;

Assist in maintaining and updating IPC website;

Contribute to researching and developing technical aspects related to the IPC;

Ensure appropriate linkages to regional and global activities to maintain technical consistency;

Assist in revision of food security assessment/surveys tools;

Participate in food security assessments upon request;

Assist in methodological improvement of food security monitoring data collection and analysis;

Contribute effectively to the internal and external IPC communication plan to enable its introduction at national and sub national level;

Undertake other activities as and when required.



Expected outputs:

Documented and substantive input into the following:


Completion of IPC analysis at regional level;

Develop IPC database;

Analysis and IPC mapping at national level;

Completion of seasonal food security assessment report if required;

Regional IPC reports of regions assigned;

Release of IPC maps at national level.

Job Requirements


University degree in a relevant subject (e.g. development studies, agriculture, agriculture economics, food security, nutrition or social sciences);

At least five years of experience, including in humanitarian and food security assessment, early warning systems, data analysis and humanitarian response;

Experience in project proposals, management and implementation;

Excellent interpersonal communications and coordination skills, and proven ability to work in a team and constructively with a variety of stake holders to achieve common goals;

Excellent report writing skills;
