About UN FAO

Job Summary

Under the direct supervision of the FAO Representative (FAOR) and in close collaboration with the Assistant FAOR (Administration) and the Shared Service Center (SSC) Bangkok, the National Professional Officer (Human Resources Management) is responsible for coordinating and implementing human resource management activities at the FAO Representation. In particular, the incumbent will:

Duties & Responsibilities

• Provide support to the FAOR in the areas of human resources management including recruitment, selection, performance management, training and development of the project staff by interpreting and applying human resources policies, rules and regulations;
• Assist managers in recruitment of project staff ensuring appropriate application of the established rules and guidelines; organize interviews and prepare reports for selection panels;
• Manage a personnel database for locally hired staff, ensuring that changes of staff status, staff salaries and leave balances are communicated and recorded accurately;
• Administer local staff entitlements, allowance, benefits and incentives including local staff monthly salary payrolls;
• Provide training and assist managers and newly recruited staff in HRMS (Human Resources Management System) and PEMS (Performance Evaluation Management System);
• Brief project staff on human resources related issues, process, as well as staff rules and regulations in close consultation with SSC Bangkok;
• In close collaboration with SSC Bangkok, advise managers on extensions, transfer, establishment and abolition of positions, and the appropriate use of various types of employee contracts;
• Participate in inter agency and other human resources related meetings, as required;
• Perform other related duties as required.

Job Requirements



MINIMUM REQUIREMENTS

Candidates should meet the following:


• Bachelors degree in Business Administration or a closely related field
• Three years of relevant work experience in human resources management and administration
• Working knowledge (level C) of English and of the most widely used local language ( i.e. Dari and Pashto)


SELECTION CRITERIA

Candidates will be assessed against the following:


• Extent of experience in the field of human resources management and administration preferably with international organizations
• Good communication skills both orally and in writing
• Strong interpersonal skills and demonstrated ability to work in a team and mobilize team effort
• Demonstrated ability to work with minimum supervision;

Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.
* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments
